Investment of Nearly 9,000 Billion VND to Build the Dau Giay - Tan Phu Expressway

The construction project for the Dau Giay - Tan Phu expressway, phase 1, has just been approved. The project spans over 60 kilometers with a total investment of nearly 9,000 billion VND and will be implemented through a public-private partnership (PPP).

According to Decision No. 954/QĐ-BGTVT issued by the Minister of Transport, the project starts at Km 0, located at the intersection with National Highway 1, part of the HCMC - Long Thanh - Dau Giay expressway (Dau Giay town, Thong Nhat district), and ends at Km 60+243.83, where it connects with National Highway 20 linking to the Tan Phu - Bao Loc expressway project (Phu Trung commune, Tan Phu district). The entire length of the project lies within Dong Nai province.

In phase 1, the Dau Giay - Tan Phu expressway will be built to meet 100-class expressway standards, with a design speed of 100 km/h, a scale of 4 lanes, and a roadbed width of 17 meters. At sections dealing with weak foundations, high fill areas, and interchanges, the expressway will be designed with a cross-section width of 24.75 meters.

The entire route will feature 5 interchanges, with 4 interchanges to be invested in phase 1 and 1 planned interchange. Specifically, the Dau Giay interchange at Km 0 connects the HCMC - Long Thanh - Dau Giay expressway with National Highway 1; the DT 763 interchange at Km 16+500 connects the expressway with National Highway 20 and National Highway 1 via Provincial Road DT 763; the Cao Cang interchange at Km 38 connects the expressway with National Highway 20, the center of Dinh Quan district (Dong Nai), and Duc Linh district (Binh Thuan); and the Tan Phu interchange at Km 57+700 connects the expressway with National Highway 20 and the center of Tan Phu district. At the intersection with Provincial Road DT 770B at Km 10+400, a direct overpass will be built first, and the completion of the interchange will be done at an appropriate time.

The project will construct 26 overpasses; 4 bridges on interchange branches; 24 pedestrian underpasses; approximately 31 kilometers of frontage roads combined with pedestrian underpasses, overpasses, and existing roads to ensure connectivity and minimize impact on local residents. For sections overlapping with existing roads, equivalent scale return roads will be built. The project will also fully invest in the equipment systems on the expressway, interchange branches, traffic operation center, and management software to ensure smooth, safe, efficient, timely, convenient, and environmentally friendly traffic.

A rest stop is planned at Km 40, with an area of about 3 hectares on each side. The cost for land clearance for the rest stop is included in the total investment of the project. The total land area required for the project is approximately 378 hectares, including about 95 hectares in Thong Nhat district, 156 hectares in Dinh Quan district, 5 hectares in Xuan Loc district, and 122 hectares in Tan Phu district.

According to the approval decision, the project has a total investment of nearly 8,981 billion VND, including about 7,681.539 billion VND raised by the investor and about 1,300 billion VND from the state budget under the 2021 - 2025 medium-term public investment plan approved by the Prime Minister in Decision No. 1535/QĐ-TTg dated September 15, 2021. The capital allocation plan is approximately 30% in 2025, 40% in 2026, and 30% in 2027. The calculated payback period for the project is 18 years, 2 months, and 11 days.

The Vietnam Expressway Administration is authorized to sign the contract by the Ministry of Transport; the Thang Long Project Management Board is assigned as the bidding entity. The investor selection method is domestic open bidding, with the selection period from 2024 to 2025.

The approval decision also specifies the revenue sharing mechanism, which will be implemented according to Article 82 of the Public-Private Partnership Investment Law and Government Decree No. 28/2021/NĐ-CP dated March 26, 2021, on the financial management mechanism for PPP investment projects.

The Dau Giay - Tan Phu expressway construction project was approved by the Prime Minister in Investment Decision No. 1045/QĐ-TTg dated September 6, 2022. It is part of the overall Dau Giay - Lien Khuong expressway project connecting Dong Nai and Da Lat (Lam Dong), including the component projects: Dau Giay - Tan Phu, Tan Phu - Bao Loc, Bao Loc - Lien Khuong, and Lien Khuong - Prenn (Da Lat).

The project aims to meet transportation needs, reduce traffic load, and ensure safety on National Highway 20; complete and synchronously develop large-capacity, high-speed expressways on the HCMC - Dau Giay - Lien Khuong transport corridor, promoting the socio-economic development of Dong Nai province and the Southeast region. The project also aims to drive cooperation and development between the Southeast region and the Mekong Delta, Central Highlands, and South Central Coast, enhancing economic competitiveness in the context of deep integration, gradually completing the planned road network, and contributing to national defense and security.
