Procedures for Obtaining a Temporary Residence Card for Foreigners at the Vietnam Immigration Department, Ministry of Public Security:

Implementation Method:

Step 1: Prepare documents as per legal requirements.

Step 2: Document Submission:

Organizations, institutions, or individuals can submit their documents at one of the two offices of the Immigration Department:

a) 44-46 Tran Phu, Ba Dinh District, Hanoi.

b) 333-335-337 Nguyen Trai, District 1, Ho Chi Minh City.

After receiving the documents, the staff will check the legal validity and content of the documents:

  • If the documents are complete and valid, they will be accepted, and a receipt will be printed and issued, with an appointment set for delivering the results.

  • If the documents are incomplete or invalid, the staff will guide the applicant to supplement the documents.

Document Submission Time:

  • From Tuesday to Saturday mornings (excluding public holidays).

Step 3: Receiving Results:

a) The recipient must present the receipt, ID card, or passport for the staff to check and verify. If the temporary residence card is ready, a fee must be paid, followed by signing and receiving the card (including cases where it is not approved).

b) Time for delivering results:

  • From Tuesday to Friday (excluding public holidays).

Composition and Number of Documents:

  • Composition of Documents:

    a) Request for a temporary residence card (NA6 form for institutions and organizations, NA7 form for individuals);

    b) Application form for a temporary residence card for foreigners (NA8 form);

    c) Documents proving the applicant's eligibility for the temporary residence card, such as a work permit or other valid proof;

    d) Two 2x3 cm photos (one affixed to the application form, one separate).

  • Number of Documents: One set.

Processing Time: No more than 5 working days from the date of receiving complete documents.

Entities Implementing Administrative Procedures: Institutions, organizations, Vietnamese citizens.

Agency Implementing Administrative Procedures: Immigration Department, Ministry of Public Security.

Outcome of Administrative Procedures: Temporary residence card.

Fees/Charges (if any):

  • Temporary residence card valid for no more than 2 years: $145 per card;

  • Temporary residence card valid for over 2 years up to 5 years: $155 per card;

  • Temporary residence card valid for over 5 years up to 10 years: $165 per card;

Names of Forms and Application Forms (if any):

  • Request for a temporary residence card (NA6 form for institutions and organizations, NA7 form for individuals);

  • Information form for a temporary residence card application for foreigners (NA8 form).

Requirements and Conditions for Implementing Administrative Procedures (if any):

When institutions and organizations apply for a temporary residence card for foreigners, they must submit documents proving their legal entity status to the Immigration Department:

a) License or decision on the establishment of the institution issued by the competent authority (notarized);

b) Registration document of the organization’s operations (notarized) issued by the competent local government authority;

c) Introduction letter, seal, and signature of the legal representative of the organization;

These documents are only required to be submitted once. If there is any change in the contents of the documents, the enterprise must submit a notification to the Immigration Department for document supplementation.

The purpose of the foreigner's entry must comply with the provisions of Vietnamese law and not fall under the "suspension of exit" category as stipulated in Article 28 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam.

  • Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam (Law No. 47/2014/QH13, dated June 16, 2014).

  • Amendments and supplements to certain provisions of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam (Law No. 51/2019/QH14, dated September 25, 2019).

  • Circular No. 04/2015/TT-BCA, dated January 5, 2015, by the Ministry of Public Security, stipulating the forms related to the entry, exit, transit, and residence of foreigners in Vietnam.

  • Circular No. 57/2020/TT-BCA, dated June 10, 2020, amending and supplementing Circular No. 04/2015/TT-BCA dated January 5, 2015, by the Ministry of Public Security, regarding the forms related to the entry, exit, transit, and residence of foreigners in Vietnam.

  • Circular No. 25/2021/TT-BTC, dated April 7, 2021, by the Ministry of Finance, stipulating the fees and charges in the field of entry, exit, transit, and residence in Vietnam.
