Bidding Opens for Construction of Rest Stops on North-South Expressway in Viet Nam

Investment units and project management boards have started to invite tenders through the national e-bidding system for the construction of 8 rest stops along the North-South Expressway for the 2017-2020 phase. Bids are expected to be opened by May 20, with contracts signed with investors by June 15.

For the remaining rest stops, the Vietnam Expressway Administration, in coordination with specialized units, has reported to the leadership of the Ministry of Transport (MOT) to suggest that the government seek the opinion of the Ministry of Justice on issuing a circular to simplify the procedure.

According to the approved plan for the rest stop system on the Eastern North-South Expressway, 6 stops are already in operation, 3 are under investment, and 27 have not yet received investment.

Previously, in 2023, the MOT had approved the location and scale for constructing 8 rest stops on various component projects of the North-South Expressway.

Specifically, on the expressway section from Mai Son to National Highway 45, a rest stop will be constructed at Km 329+700 in Thanh Hoa province; on the Nghi Son - Dien Chau expressway, at Km 427+035 in Nghe An province; on the Dien Chau - Bai Vot expressway, at Km 478+200 in Ha Tinh province; on the Nha Trang - Cam Lam expressway, at Km 22+100 in Khanh Hoa province; on the Cam Lam - Vinh Hao expressway, at Km 72+000 in Ninh Thuan province; on the Vinh Hao - Phan Thiet expressway, two stops at Km 144+560 and Km 205+092 in Binh Thuan province; and on the Phan Thiet - Dau Day expressway, at Km 47+500 in Binh Thuan province.

The basic components of each rest stop include: free public service facilities (parking area, resting space, temporary restrooms for drivers, bathrooms, information kiosks), food and beverage service area, goods introduction and sales area, fuel station, electric vehicle charging station, vehicle maintenance workshop, and sleeping quarters for drivers and passengers staying overnight.

As per TCVN 5729:2012 standards, regular rest stops will be placed every 50-60km, and larger rest stops will be located every 120-200km along the expressways.

The MOT has tasked Project Management Units 2, 6, 7, 85, Thang Long, Ho Chi Minh Road, My Thuan, and the Vietnam Expressway Corporation (VEC) to compile a list of rest stop projects, select investors for construction investment, ensuring compliance with legal regulations, transparency, and efficiency.

For rest stops on expressway projects managed by local authorities, the selection of investors and the investment construction will be organized by localities in accordance with legal regulations.

To expedite progress, Minister of Transport Nguyen Van Thang has requested the Department of Transport Infrastructure and the Expressway Administration to urgently coordinate with the Ministry of Justice to develop a circular with simplified procedures for timely investor selection. The project management boards of the North-South Expressway segments for the 2017-2020 phase are requested to consider setting up temporary rest points based on the planned locations, possibly starting with restroom areas to meet the needs of the public.
