At the forum "Chairman of the Vietnam Farmers' Association – Minister of Natural Resources and Environment Listening to Farmers' Voices" held on November 24, Minister Đỗ Đức Duy shared that the TN&MT Ministry has recommended that the Government and Prime Minister direct local authorities to implement comprehensive and effective solutions to address the issues, particularly the exploitation of land auctions for personal gain.
Solutions to Improve Land Auction Activities
According to Minister Đỗ Đức Duy, one of the key solutions is to require local authorities to strictly follow the provisions of the Law on Property Auctions, the Law on Prices, and the 2024 Land Law. This will help ensure transparency and fairness in the auction process.
Additionally, local authorities need to publicly disclose information about land use plans, construction plans, and urban planning in areas where land auctions are taking place. This measure will help reduce the phenomenon of land price manipulation, providing investors and citizens with a clearer understanding of the market situation.
Minister Đỗ Đức Duy also proposed adjusting the starting price to more accurately reflect the actual value of land, particularly when the land has already been developed with infrastructure. This adjustment will help prevent significant discrepancies between the starting price and the final auction price, thus reducing the exploitation of land auctions for financial gain.
Strengthening Land Supply and Price Control
Another important solution put forward by Minister Đỗ Đức Duy is to enhance the supply of land that is affordable for the majority of people. When demand and supply do not match, real estate prices will rise excessively, causing difficulties for those who truly need housing. To address this, the TN&MT Ministry suggests that local authorities conduct reasonable land planning to ensure a stable supply of land to meet the housing needs of the population.
Furthermore, the Minister proposed shortening the time frame for payment after winning a land auction and requiring local authorities to publicly disclose the names of individuals who forfeit their deposits after winning the auction. This measure will further ensure transparency and fairness in land auctions and prevent individuals from exploiting the system for personal profit.
Facilitating Public Access to Land
During the forum, Mr. Đào Trung Chính, Director of the Department of Land Planning and Development, further explained the new regulations in the 2023 Land Law. According to Article 124 of the Land Law, in certain cases, individuals may be granted land without having to participate in an auction. Local authorities will be required to implement land planning to provide land to citizens who do not yet have land. This new regulation will offer more opportunities for families who need land.
