Specifically, students at the intermediate and college levels will receive monthly tuition assistance ranging from 1.2 million to 2.2 million VND, covering eight high-demand professional fields. These fields align with the city’s economic development direction, ensuring that upon completing the training, students can quickly find suitable jobs and stabilize their income.
For basic or short-term training of less than three months, the support amount will be based on actual expenses, up to 3 million VND per person per course. This is particularly essential for those needing a rapid career shift, providing an opportunity to enhance skills and re-enter the labor market, especially amid the current fast-changing economy. Short-term training programs are designed to help residents adapt flexibly to labor market changes, improving individual competitiveness.
Notably, the city government has paid special attention to vulnerable groups within society. For impoverished ethnic minority families and persons with disabilities, the training support amount is significantly increased, with a maximum of 4 million VND per ethnic minority individual and up to 6 million VND per person with disabilities. These policies reflect the government's commitment to ensuring equality and creating fair opportunities for all social groups. Additionally, citizens can receive a daily meal allowance of 30,000 VND and a transportation subsidy of 200,000 VND per person per course (if the training location is more than 15 kilometers from their residence). For disabled individuals, the transportation subsidy is up to 300,000 VND per person per course if the training location is over 5 kilometers from their residence.
Employment Support Policies
In addition to vocational training, to help residents affected by land reclamation stabilize their lives quickly, employment support policies have also been introduced. These policies include career counseling, free job placement, and preferential loans for entrepreneurship or employment. Career counseling activities aim to help residents identify careers that align with their skills and interests while also matching current labor market trends. This way, residents can choose suitable jobs, actively participate in socio-economic activities, and improve their quality of life.
Furthermore, residents can obtain preferential loans of up to 100 million VND per person from the National Employment Fund or the City Employment Support Fund. These loans allow residents to start their own businesses or expand their production scale, creating job opportunities for themselves and others. For impoverished households, near-poor households, or newly out-of-poverty families, the loan amount per laborer is up to 10 million VND, or up to 30 million VND per family. These loans not only assist residents in resolving short-term financial difficulties but also provide economic development opportunities, helping them achieve sustainable poverty reduction and improve their living standards.
Support for Working Abroad
A highlight of the current policy is the support for residents to work abroad under contract. This not only creates opportunities to increase income but also enhances workers’ skills through international work experience. Specifically, workers will receive financial support for vocational training and language learning, with up to 3 million VND per person per course, as well as a maximum of 530,000 VND per person per course for necessary knowledge training. The city government will also subsidize meals, transportation, and administrative fees to facilitate workers' participation in international employment programs.
Additionally, residents can receive support for administrative fees, visa fees, and other costs associated with preparing to work abroad. This approach not only helps improve workers' income but also brings foreign currency revenue to the country and provides workers with opportunities to acquire new skills and enhance their professional standards. This policy addresses individual income needs and contributes to the city's human resources quality enhancement strategy.
Support for Farmers’ Vocational Training and Career Transition
For families and individuals directly engaged in agricultural production whose land has been reclaimed, Ho Chi Minh City has also issued detailed policies on subsidies for vocational training, career transition, and employment support. The support policy is divided across the city center and three zones, including suburban areas like Binh Chanh, Hoc Mon, Cu Chi, and Can Gio, with tailored plans for each area to match local socio-economic characteristics and ensure effective and balanced policy implementation.
The support amount for vocational training and career transition will not exceed five times the price of similar agricultural land in the local land price index. This regulation aims to ensure that agricultural households whose land has been reclaimed receive fair compensation without discrimination based on location. Training programs also include skills related to high-tech agriculture, aligning with the trend of modernizing agricultural production. These programs help residents adapt to economic structural changes and continue to develop and sustain high-productivity production activities.
In addition to technical training, courses focus on soft skills development, such as financial management, communication skills, and entrepreneurial skills. For those who cannot continue farming, these courses provide opportunities to shift to the service, commercial, or industrial sectors.
