Background and Conversion Decision

The Ho Chi Minh City People's Committee has approved a proposal by the Department of Construction to convert nearly 4,000 resettlement apartments in the Thu Thiem New Urban Area (Thu Duc City) into commercial housing. This decision was made in the context of a shortage of housing supply, particularly in the mid-range residential segment. The conversion plan aims to optimize housing resources, enhance the efficiency of public asset utilization, and attract investors to the Thu Thiem area.

Challenges in the Auction Process

These apartments, located in the Binh Khanh resettlement area in buildings R1, R2, R3, R4, and R5, have undergone four unsuccessful auction attempts due to several key reasons:

  • High starting price: Previous auction prices ranged from VND 8.8 trillion to VND 9.9 trillion, making it difficult for investors to participate.

  • Bulk auction method: The sale of large batches at once deterred individual investors and small to medium-sized enterprises from bidding.

  • Deteriorating construction quality: Due to years of vacancy, these apartments require renovation and repairs before being put to use, adding financial burdens for buyers.

To address these challenges, the city government is considering changes to the auction method, such as dividing the apartments into smaller batches, adjusting the starting price, or providing financial support to improve bidding feasibility.

Impact on the Real Estate Market

The conversion of nearly 4,000 resettlement apartments into commercial housing could significantly impact Ho Chi Minh City's real estate market:

  • Increased housing supply: Amid the current shortage of mid-range housing, this initiative could help stabilize property prices and offer more options for homebuyers.

  • Attracting investment: The Thu Thiem area boasts a prime location, directly connected to District 1 via Mai Chi Tho Boulevard, making its properties highly attractive for both individual and corporate investors.

  • Infrastructure development: If the conversion plan proceeds smoothly, it will further drive capital inflows into Thu Thiem, fostering infrastructure improvements, public services, and amenities.

History of Thu Thiem Resettlement Housing

These apartments are part of the 12,500-unit resettlement housing program in the Thu Thiem New Urban Area, intended to relocate residents affected by development projects. According to the 2013 Land Law, affected residents were given the choice of cash compensation, resettlement housing, or land plots. However, as compensation values approached market rates, most residents opted for cash to purchase homes elsewhere, leading to an oversupply of resettlement apartments.

The resettlement area consists of two projects, totaling 3,790 apartments, designed as modern residential complexes with comprehensive amenities. However, due to the lack of initial occupancy, these apartments have remained vacant for years, resulting in deteriorating building quality and resource wastage.

Development Prospects of Thu Thiem

The Thu Thiem New Urban Area is planned to become an international financial and commercial hub, attracting significant interest from major real estate corporations. Located across the Saigon River from District 1, the area has immense growth potential. With major infrastructure projects such as Thu Thiem Bridge 2, Thu Thiem Bridge 3, and Metro Line 2 underway, property values in the area are expected to rise further.

Overall, the decision to convert resettlement housing into commercial housing not only helps address the issue of unused public housing resources but also provides more housing options for Ho Chi Minh City residents. Additionally, this initiative represents a key step in the city's sustainable urban development strategy, signaling that Thu Thiem is poised to become a new engine of urban growth.
