Stretching over 85 kilometers, this route not only meets regional transportation demands but also functions as a key logistics corridor, facilitating the movement of goods between major industrial zones and the Cai Mep - Thi Vai port system.
Since its expansion under the BOT model in 2013, traffic volume has surged, presenting significant challenges in infrastructure management and operations. Severe congestion during peak hours and holidays underscores the urgent need to upgrade National Highway 51 from a Class I road to an urban expressway to optimize traffic flow and enhance transportation efficiency.
According to the 2024 Road Law, urban expressways are classified as city roads and fall under the jurisdiction of local transportation infrastructure systems. Consequently, if National Highway 51 is upgraded, its management authority will shift from the Ministry of Transport to the People's Committees of Dong Nai and Ba Ria - Vung Tau Provinces. Therefore, the planning adjustments must align with the overall development strategies of these provinces and adhere to the national transportation development vision until 2050.
Traffic Pressure and Infrastructure Quality: Certain sections of National Highway 51 have suffered subsidence, cracks, and damage, exceeding their original design capacity. Frequent maintenance disrupts traffic, increases accident risks, and reduces overall operational efficiency.
Rising Logistics Costs and Supply Chain Impact: This route plays a critical role in connecting Bien Hoa, Nhon Trach Industrial Zones, and the Ba Ria - Vung Tau port cluster. Congestion leads to transportation delays, escalating logistics costs, and reducing regional business competitiveness.
Implications for Urban Development and Real Estate Markets: Overburdened traffic conditions hinder economic expansion and limit urban growth potential along the route. Restrictions on connectivity to new residential and industrial zones necessitate a comprehensive reevaluation of regional transportation planning.
To address these issues, the upgrade of National Highway 51 into an urban expressway must follow an integrated approach, including:
Widening Roadways and Strengthening Load-Bearing Capacity: Expanding the current 6-lane road to 8 lanes while reinforcing the roadbed to accommodate heavy transport vehicles.
Constructing an Elevated Road System: To alleviate congestion on existing lanes, Dong Nai Province is exploring the feasibility of building an elevated roadway along National Highway 51, with a projected investment of VND 14,000 - 15,000 billion.
Developing an Intelligent Transportation System (ITS): Implementing smart traffic management solutions, including surveillance cameras, unmanned toll booths, and automated traffic flow regulation systems, to enhance operational efficiency and reduce congestion.
Optimizing Logistics Operations: The upgraded National Highway 51 will significantly reduce transit times between major industrial zones and the Cai Mep - Thi Vai port complex, lowering operational costs and enhancing regional competitiveness.
Promoting Real Estate and Urban Development: Improved transportation infrastructure will boost property values along the route, attract new investment projects, and facilitate satellite city expansion.
Enhancing Quality of Life and Reducing Environmental Impact: Improved traffic infrastructure will decrease vehicle emissions, shorten travel times, and mitigate long-term congestion problems, contributing to a more sustainable transportation system.
Investment and Funding Sources: Given the substantial capital required, multiple funding sources must be mobilized, including government budgets, ODA loans, and public-private partnership (PPP) models.
Management and Operational Mechanisms: The transition from central to local management necessitates clear delineation of responsibilities to prevent overlapping duties that could compromise management efficiency.
Land Acquisition and Resident Resettlement: This remains a major challenge, requiring public support and fair compensation policies to minimize adverse impacts on local communities.
Upgrading National Highway 51 into an urban expressway is not only a crucial solution to existing traffic challenges but also a significant driver of economic growth in the southeastern region. However, successful implementation requires enhanced coordination, effective funding mobilization, and the application of advanced technologies to optimize infrastructure management. If executed as planned, this project will yield substantial benefits, improving transportation capacity, stimulating economic expansion, and enhancing the quality of life for residents in the region.
