Project Background and Significance
Ho Chi Minh City is at a critical juncture of urban restructuring and transportation infrastructure transformation, aiming to optimize intra-regional and inter-regional connectivity. Against this backdrop, the high-speed metro connecting District 7 and Can Gio is not merely an innovation in transportation but also a key strategic initiative to promote urbanization and the development of the marine economy.
Proposed for investment and construction by Vingroup, the project seeks to establish a modern public transportation system with a design speed of up to 250 km/h, comparable to international high-speed rail standards. The construction of this metro line will not only alleviate current traffic congestion but also play a crucial role in Ho Chi Minh City's urban development model, particularly in expanding towards the sea and reducing population pressure on the city center.
According to preliminary studies by the Ho Chi Minh City Department of Transport, the metro line will have a total length of approximately 40 km, utilizing advanced high-speed rail technology to ensure rapid connectivity between the city center and coastal areas, with an estimated travel time of just 15 minutes. The project will be implemented in two phases:
Phase 1: Conducting feasibility studies, including topographical surveys, environmental impact assessments, urban space planning along the route, and identification of strategic transportation hubs.
Phase 2: Carrying out detailed technical designs, financing arrangements, construction, trial operations, and final commissioning.
Furthermore, the metro system will incorporate cutting-edge technologies such as electrified tracks, automated traffic control systems, and AI-integrated solutions to enhance operational efficiency and ensure safe operation.

The metro line will facilitate population migration from the city center to coastal areas such as Can Gio, which possesses vast land resources and potential for ecological urban development. This aligns with Ho Chi Minh City's strategic direction of expanding urban space and developing satellite cities to alleviate infrastructure pressure in the downtown area.
Currently, Can Gio has not fully realized its economic potential due to transportation infrastructure limitations. The construction of this high-speed metro will integrate the district more deeply into Ho Chi Minh City's economic value chain, promoting logistics, trade, and light industries. Additionally, the metro project will create conditions for the development of coastal eco-cities, attracting foreign direct investment (FDI) in real estate, tourism, and green technology sectors.
With significantly reduced travel time between Ho Chi Minh City and Can Gio, the local tourism industry is expected to experience exponential growth, attracting more visitors. The metro line will also integrate with existing waterway transport systems, forming a new transportation corridor connecting Can Gio with major tourist cities such as Vung Tau, Ba Ria, and Phan Thiet.
This project has the potential to become a model for sustainable urban transportation, contributing to reduced reliance on private vehicles, lower greenhouse gas emissions, and improved air quality in Ho Chi Minh City. It marks an essential step towards fulfilling the city's national carbon reduction commitments.
At the Ho Chi Minh City Planning Announcement Conference in January 2025, Prime Minister Pham Minh Chinh emphasized that the city's development should expand in three directions: underground space, marine space, and aerospace technology. In alignment with this strategy, the high-speed metro project represents a key example of expanding marine space, helping implement a multi-centered urban development strategy and further enhancing Ho Chi Minh City's position in Southeast Asia.
The Prime Minister also discussed the project's feasibility with Vingroup Chairman Pham Nhat Vuong. Vingroup expressed strong interest and willingness to participate in investment, construction, and operation, proposing a public-private partnership (PPP) model to drive the project's implementation.
If executed according to plan with scientific planning, the high-speed metro from District 7 to Can Gio will not only serve as a transportation solution but also act as a strategic driver for urban development, economic growth, and tourism prosperity. This project will play a pivotal role in transforming Ho Chi Minh City into a modern, sustainable, and globally competitive metropolis.
