Dong Nai: Public Investment in Road Connecting to HCMC - Long Thanh - Dau Giay Expressway
Dong Nai province has recently approved a public investment decision to expedite the progress of the Huong Lo 2 road project, which spans from Vam Cai Sut Bridge to the intersection with the HCMC - Long Thanh - Dau Giay Expressway, covering 5.7 km of the total 17 km.
The Vam Cai Sut Bridge, costing nearly 400 billion VND, has been basically completed but is yet to be connected to roads on either side. The Huong Lo 2 road stretches a total length of 17 km and is divided into three segments: segment 1 from National Highway 51 to the Aqua City project; the Vam Cai Sut Bridge over the Dong Nai River; and segment 2 from the Vam Cai Sut Bridge to the intersection with the HCMC - Long Thanh - Dau Giay Expressway.
Segment 1 of Huong Lo 2 is currently under construction, and the Vam Cai Sut Bridge is in the finishing stages. Segment 2 of Huong Lo 2 is part of the Amata Long Thanh City project, invested by Amata Long Thanh City Co., Ltd. and Long Thanh Golf Investment and Trading Joint Stock Company.
The goal of the Huong Lo 2 road project is to create a new route from Bien Hoa City (Dong Nai) to HCMC through the HCMC - Long Thanh - Dau Giay Expressway, helping to reduce the load on the existing National Highway 51 and shorten travel time to HCMC. However, segment 2 of Huong Lo 2 is facing procedural difficulties, impacting the overall connection when the Vam Cai Sut Bridge is completed and put into use soon.

Vo Tan Duc, Acting Chairman of the Dong Nai Provincial People's Committee, has signed a document approving the proposal of the Dong Nai Department of Planning and Investment to separate the segment from Vam Cai Sut Bridge to the HCMC - Long Thanh - Dau Giay Expressway intersection from the Amata Long Thanh City project and the Bien Hoa New City project.
The Department of Planning and Investment is tasked with leading and coordinating with relevant units to work specifically with the aforementioned investors to agree on the implementation of the procedures related to separating segment 2 of the Huong Lo 2 project, and report the results to the Provincial People's Committee before May 11, 2024.
Earlier, on April 8, 2024, the Bien Hoa City Land Development Center handed over more than 7,500 m² of land to the Dong Nai Transportation Project Management Board (the investor) for the construction of segment 1, phase 1 of the Huong Lo 2 road project, located in An Hoa Ward, Bien Hoa City. This land was reclaimed from a local business for the implementation of the Huong Lo 2 project.
Facing the situation of "completed bridge, awaiting road," the Dong Nai Department of Transport at the end of 2023 proposed that the Provincial People's Committee direct the Department of Planning and Investment to plan and promptly implement the road segment from Vam Cai Sut Bridge to the HCMC - Long Thanh - Dau Giay Expressway.
The Huong Lo 2 road project was approved by the Dong Nai Provincial People's Committee in July 2019, started construction in late 2020, and is divided into two phases with a total investment of 1,500 billion VND. The project starts at Long Hung Commune and Tam Phuoc Ward (Bien Hoa City), crosses the Vam Cai Sut Bridge, and ends at the intersection with the HCMC - Long Thanh - Dau Giay Expressway. The Vam Cai Sut Bridge alone is expected to be completed in the fourth quarter of this year.
