On a rare "golden land" location in the heart of Ho Chi Minh City, the Phan Dinh Phung Sports Complex project has gone through nearly two decades of countless delays and changes in investment models. The Waste of "Golden Land"

Phan Dinh Phung Sports Complex is located at No. 8 Vo Van Tan Street, District 3, in a highly strategic golden location with four street-facing sides, including Vo Van Tan, Pasteur, Nguyen Dinh Chieu, and Nam Ky Khoi Nghia. Since the old sports complex was demolished in 2017, this piece of land has remained vacant, causing a huge waste of a strategically valuable asset in the center of Ho Chi Minh City. Furthermore, this also hinders the development potential for cultural and sports activities in the area, leading to frustration among many residents and investors.

After receiving approval for investment policy from the Prime Minister in 2010, the project was assigned to a joint venture between Phat Dat Corporation and the Compensation Clearance Joint Stock Corporation. However, due to legal procedures and funding issues, the project experienced multiple delays, and the land has remained unused. Legal difficulties included negotiations for the BT contract, cost assessment, and payment terms, along with a lack of consensus between the parties involved. These issues have resulted in this central plot being unable to realize its urban and commercial value, becoming an unfortunate piece of idle land.

Switching to Public Investment to Ensure Progress

In April 2024, the Ho Chi Minh City People's Committee decided to halt the Phan Dinh Phung Sports Complex project under the BT model and switch to public investment. This move aims to accelerate project progress, reduce legal barriers, and ensure groundbreaking before April 30, 2025. This is an important measure to reaffirm the city government's commitment to developing central areas and optimizing the use of land resources.

According to a report from Phat Dat Corporation and the Compensation Clearance Joint Stock Corporation, the total cost invested in the project so far is VND 1716 billion. However, after examination by the interagency working group of the Ho Chi Minh City People's Committee, it was found that many expenses could not be reimbursed due to a lack of legal basis. This demonstrates the necessity of increasing transparency in the implementation of public investment projects to avoid waste of public resources and ensure the project's feasibility.
