The Ho Chi Minh City People's Committee has recently issued a plan to develop a Special Urban Law project, with preparations expected to be completed before May 2026, serving as a foundation for the subsequent drafting and submission process.

Accordingly, the development of the draft Law aims to establish an institutional framework that meets the practical development requirements of a special urban area, with a long-term vision. It seeks to fully and promptly institutionalize the Party’s and the State’s policies and orientations, thereby creating a stable and sustainable driving force for the development of the special urban model.
The plan emphasizes the close integration of three strategic tasks: a comprehensive review of Resolution No. 31-NQ/TW; the formulation of a new draft Central Resolution; and the research, proposal, and preparation of documentation for the Law development proposal. This is defined as a simultaneous, interconnected, and highly integrated process, in which practical review serves as the foundation, political orientation plays a guiding role, and legal institutionalization is the final outcome.
The Ho Chi Minh City People’s Committee stated that the drafting process must strictly comply with legal procedures, ensuring progress, quality, efficiency, and feasibility, in alignment with the principle of comprehensive Party leadership. The roles and responsibilities of heads of agencies and units are emphasized in coordinating the implementation and enforcement of the Law.
With a long-term vision, the draft Law should adopt a “development-oriented governance” mindset, designing a coherent, flexible institutional framework aligned with local development goals. It also clearly defines tasks, priority areas, timelines, and ensures proper assignment of responsibilities and close coordination among relevant agencies.
Regarding preparation work, it is expected that in April 2026, Ho Chi Minh City will establish an inter-sectoral coordination task force under the City People’s Committee to direct the drafting process. Necessary resources and policies will also be prepared to support the formulation of the Law, aiming to complete preparation before May 2026.
According to the plan, the implementation steps include reviewing conditions and resources, adjusting the 2026 legislative program based on practical needs, drafting and submitting the Law to the National Assembly for approval, and preparing conditions for implementation after adoption.
The Ho Chi Minh City People’s Committee has assigned the Department of Justice as the focal agency, responsible for coordinating with relevant units and ministries, advising the City during the drafting process, and reporting to the City Party Committee, the City Party Committee Standing Board, and other competent authorities.
