Ho Chi Minh City Accelerates the North–South High-Speed Railway Project, Thu Thiem Station Poised for Major Growth Opportunities

The Ho Chi Minh City People’s Committee (HCMC People’s Committee) has issued directives regarding the implementation of Notice No. 217/TB-VPCP, which outlines the conclusions made by Standing Deputy Prime Minister Phạm Gia Túc during a meeting on the progress of the North–South high-speed railway project and other railway lines.

According to the directive, the HCMC People’s Committee assigned relevant departments, agencies, and units to urgently carry out the tasks stated in Notice No. 217/TB-VPCP, while also reviewing and accelerating project progress to ensure implementation according to the planned schedule.

The Department of Construction has been assigned to take the lead and coordinate with relevant agencies to review and study suitable technologies, ensuring synchronization, interconnectivity, as well as safety in operation and management, especially for newly developed inter-regional railway routes.

In addition, the Department of Construction will develop implementation plans for priority investment projects during the 2026–2030 period, including projects expected to commence construction in 2026 and the following years.

Ho Chi Minh City requires the establishment of an investment roadmap aligned with the city’s budget balancing capacity, while advising the City People’s Committee to report to the Prime Minister and the Ministry of Construction in accordance with regulations, ensuring investment efficiency and avoiding scattered investments and waste of resources.

Ho Chi Minh City Cooperates to Develop Unified Urban Railway Standards

The Ho Chi Minh City People’s Committee also requested the Department of Construction to continue coordinating with the Ministry of Construction and the Ministry of Science and Technology in developing and issuing common standards and regulations for urban railway systems.

The objective is to ensure synchronization, modernization, and universality, thereby creating a foundation for the development of the domestic railway industry and expanding participation opportunities for state-owned enterprises.

The Department of Finance has been assigned to coordinate with departments and relevant agencies to comprehensively review the progress of ongoing urban railway projects, focusing on resolving difficulties and obstacles related to investment procedures, while promptly reporting to the City People’s Committee regarding capital allocation for projects, including compensation, support, and resettlement projects in accordance with regulations.

Accelerating Site Clearance and Preparing Material Supply

The Department of Agriculture and Environment has been tasked with urgently coordinating with related agencies to immediately implement compensation, support, and resettlement work as soon as approved site clearance boundaries and route plans are handed over.

At the same time, authorities will review and assess material supply sources to ensure timely provision for upcoming railway projects.

The North–South high-speed railway project has a total length of approximately 1,541 km and will be newly constructed as a double-track railway with a 1,435 mm gauge and a design speed of 350 km/h. The project’s preliminary total investment capital is estimated at around VND 1.7 quadrillion.

The section passing through Ho Chi Minh City is approximately 17 km long, covering around 110 hectares in An Khanh, Bình Trưng, Long Trường, and Long Phước wards. The route runs parallel to the Ho Chi Minh City – Long Thành – Dầu Giây Expressway, passing through the An Phú interchange along Mai Chí Thọ Boulevard before connecting to Thu Thiem Station.

According to the Deputy Prime Minister’s directive, for the North–South high-speed railway project, the Ministry of Construction is required to complete procedures for selecting consultants to prepare the feasibility study report in the second quarter of 2026. Local authorities must also proactively plan to maximize the economic benefits generated by the railway line.

For the Lào Cai – Hà Nội – Hải Phòng and Hà Nội – Đồng Đăng railway lines, implementation must ensure a long-term vision, connect major economic centers, and synchronize with other transportation systems. At the same time, technical, quality, and safety requirements throughout the project lifecycle must not be compromised due to schedule pressure.

Regarding urban railway projects in Hà Nội and Ho Chi Minh City, local authorities are required to review progress, resolve issues related to procedures, funding, and technology, while ensuring safe, efficient operations in accordance with planning regulations.

The Deputy Prime Minister also emphasized that for new projects, authorities must carefully study and select suitable, synchronized technologies, while developing reasonable investment roadmaps aligned with local budget capacities to avoid scattered investments.

The People’s Committees of Hà Nội and Ho Chi Minh City are also required to urgently report to the Ministry of Construction and the Prime Minister regarding implementation plans for projects expected to commence construction in 2026 and subsequent years during the 2026–2030 period.
