Recently, the latest developments regarding Vietnam’s urban railways have attracted people’s attention. Not long ago, when people were driving along Hanoi Avenue, they were shocked and excited by the scene: a three-car subway line 1 traveling from the main hall to Narcissus Station. But in fact, the train was able to run because it was pushed on the test track by a special trolley as part of a technical test conducted on October 23. Previously, subway trains were only tested internally in the square. Since August, a test run of about 300 meters in length was conducted for the first time. One of the subway trains about 62 meters long was evaluated as running very smoothly and was considered to be the project's key. An important turning point, marking an important milestone in the improvement process. Currently, construction of Changbing Metro Station is still underway, with track and overhead electrical systems being installed.
It is expected that the Line 1 subway will be officially put into operation by 2023, but the unit that manages the operation does not have enough funds to support the operation and cannot even pay wages. As of September 2022, there is still 2.9 billion VND in wage arrears. Social security arrears amounted to VND3.3 million, which resulted in many employees having to resign and not even having funds to pay utility bills. Due to difficulties, starting from August 2021, the operating company has returned its office location in Pingjiang District and moved to the Urban Rail Management Office on Le Quy Don Avenue, District 3. Currently, the company has only 16 employees left, including leaders They live on family wages and wait for the day when the company resolves its difficulties.

There is only more than a year left before the Line 1 subway will be put into operation. The shortage of funds and manpower have become major risk factors to ensure that Line 1 is put into commercial operation as planned. According to the plan, the company should recruit about 170 maintenance engineers so far to gradually receive and transfer subway technology, but these engineers of a special nature are not immediately employed, but require time to familiarize themselves and study to gain operational experience.
In fact, the progress of various subway line projects continues to be slow, and the capital investment of trillions of dong has always been a hot topic, a story that can never end because the budget is always so tight and the progress is completely opposite. As of 2022, the country has invested VND 6,601.1 billion in urban railway projects, of which Hanoi City accounts for VND 3,660.2 billion and Ho Chi Minh City accounts for VND 2,940.8 billion. However, after more than a century of investment, only one project is operational so far, the Development Zone Line in Hanoi, although this project is considered controversial.
In reality, the connection issue between the new Eastern Passenger Terminal and the No. 1 subway line also deserves attention. The Eastern Passenger Terminal is a project with an investment of more than VND 400 billion, with the first phase starting operations in October 2020. This is a modern large-scale passenger terminal covering an area of 16 hectares. It is considered the largest station in Vietnam and the most modern station in Southeast Asia. The station is located at the eastern end of the suburbs of Ho Chi Minh City, bordering Binh Hoa Province, and about 16 kilometers away from the old Eastern Passenger Terminal. Since two years ago, the city has moved 29 routes from the old Eastern Passenger Terminal to the new Eastern Passenger Terminal to serve routes from Ho Chi Minh City to other provinces. However, contrary to people's expectations, despite such modernization and huge investment, two years since its opening, the new station has been deserted, with passengers complaining that it is too far from the city center, the traffic is inconvenient, and many vehicles are unavailable.
