Review and Evaluation of Investment Scale
During the meeting, Mr. Phan Cong Bang emphasized the importance of reassessing the investment scale of the Ho Chi Minh City - Moc Bai Expressway project, particularly in terms of the completion phase. To ensure the project’s effectiveness, sustainability, and adaptability to future traffic demands, the Ho Chi Minh City Department of Transport requested that the Ho Chi Minh City Traffic Project Management Board (Traffic Board) collaborate with consulting units, the Department of Planning and Architecture, the People's Committee of Cu Chi District, and other relevant agencies. This assessment process aims not only to meet current needs but also to anticipate future growth, ensuring that the transportation plan is flexible and suitable for the socio-economic development of the area.
One of the key focuses of this review was to propose a localized adjustment to the general planning scheme for Cu Chi District. This adjustment aims to avoid passing through the K75 Ammunition Depot of the Technical Department (Military Region 7), thereby ensuring safety, compliance with national defense regulations, and maximizing economic efficiency. The adjustment plan must be aligned with local conditions, ensuring optimal cost efficiency and achieving the highest possible outcome during the construction process.
Analysis of Traffic Development Needs
Regarding the final investment scale of the project, the leadership of the Ho Chi Minh City Department of Transport required the Traffic Board and consulting units to conduct detailed and scientific surveys and forecasts of traffic development needs, while also analyzing the investment status of regional traffic network development. Accordingly, the project must be calculated precisely to determine the number of lanes and structures suitable for transportation needs projected for before and after 2045. This aims to ensure the project's sustainability and feasibility, particularly against the backdrop of rapid urbanization and a significant increase in traffic flow.
In this process, the plans regarding transportation needs must be meticulously developed, including forecasts for before and after 2045, and must take into account the impact of other transportation projects such as Ring Road 3, Ring Road 4, the expansion of National Highway 22, and the Tan Chanh Hiep - Moc Bai railway line. This integration will ensure connectivity and systematic coherence of the transportation infrastructure network, helping to reduce the burden on existing systems, optimize investment resources, and bring long-term benefits to the overall development of the entire region. Moreover, effective linkage between these projects will be crucial in establishing a modern and sustainable transportation system.
Phase 1 Investment Plan
The Traffic Board and consulting units were tasked with developing the investment plan for Phase 1 of the Ho Chi Minh City - Moc Bai Expressway project. These plans will focus on cross-sectional structures, lane widths, and other technical factors to ensure the efficiency of the investment and to align with the scale of investment in the subsequent completion phase. In selecting the construction plan, technical factors, expansion capacity, financial efficiency, and future development potential will be comprehensively considered.
Notably, the financial plan under the public-private partnership (PPP) model is a key issue that needs to be addressed. The Ho Chi Minh City Department of Transport emphasized the feasibility of the PPP model to ensure smooth cooperation between the government and private investors. This model not only helps alleviate the pressure on the state budget but also creates opportunities for the private sector to participate in strategic infrastructure projects, thereby yielding significant economic benefits and long-term stability. The project's goal is to make the Ho Chi Minh City - Moc Bai Expressway a key traffic artery that not only connects Ho Chi Minh City with Tay Ninh Province but also opens opportunities for international trade through the Moc Bai border gate.
Expected Impact and Benefits
The Ho Chi Minh City - Moc Bai Expressway project is expected to significantly reduce the traffic burden on the existing National Highway 22, thereby greatly improving the quality of transportation infrastructure between Ho Chi Minh City and Tay Ninh. This expressway will help reduce travel time, lower transportation costs, improve the efficiency of goods circulation, and bring numerous benefits to residents and businesses. More importantly, this road holds strategic significance in connecting the Northwest region with the economic center of Ho Chi Minh City, thereby strongly promoting regional economic development in logistics and cross-border trade.
In addition to improving transportation, the project is also expected to positively impact the comprehensive development of the Northwest region, including Tay Ninh and surrounding areas. Improved access and mobility will enhance the attractiveness of the area to both domestic and international investors, create more job opportunities, and enhance the quality of life for local residents. The project is also a prerequisite for the formation of satellite towns, helping to reduce population density in central Ho Chi Minh City and promoting sustainable regional development.
Given the push for other strategic transportation projects like Ring Road 3 and Ring Road 4, investing in the Ho Chi Minh City - Moc Bai Expressway becomes even more critical. This expressway will play an important role in completing the regional transportation network, supporting auxiliary industries and logistics services, and fostering bilateral trade between Vietnam and Cambodia through the Moc Bai border gate. Effective connectivity will contribute to the region's comprehensive development in terms of infrastructure, economy, and society.
Conclusion
The Ho Chi Minh City - Moc Bai Expressway project is not merely a transportation project but a strategic initiative aimed at promoting the socio-economic development of Ho Chi Minh City and Tay Ninh. The swift and effective implementation of this project will bring new development momentum to the region, enhance connectivity, and deliver tangible benefits to both urban and rural areas. Simultaneously, the project will help alleviate traffic pressure, promote sustainable urban development, and improve living conditions for millions of residents.
With close attention and direction from city leaders, it is hoped that the Ho Chi Minh City - Moc Bai Expressway project will soon be completed, meeting the expectations of the people and actively contributing to the region's sustainable development. This will not only improve internal connectivity but also provide a crucial impetus for economic and social development, elevating Ho Chi Minh City's status in the region, and transforming Tay Ninh into an emerging development hub in Southeast Vietnam.
