New Standards for Mini Apartments Under 7 Floors to be Issued in Viet Nam
In July, the Vietnam Standards (TCVN) for private housing - General design requirements for multi-story, multi-apartment buildings (mini apartments) under 7 floors will be officially issued. This information was disclosed by Deputy Minister of Construction Bui Xuan Dung at the regular press conference on June 14.
Recently, the Ministry of Construction has strengthened the management and construction order for mini apartments and established inspection teams in Hanoi, Ho Chi Minh City, Binh Duong, among others. The Ministry is currently finalizing inspection conclusions according to regulations.
At the press conference, Vu Ngoc Anh, Director of the Department of Science, Technology, and Environment (Ministry of Construction), stated that mini apartment buildings under 7 floors (or with a fire protection height under 25 meters) will be regulated by the TCVN for private housing, with general design requirements jointly drafted by the Ministry of Construction and the Ministry of Public Security.
Accordingly, this standard has been submitted to the Ministry of Science and Technology for the second review for issuance. This standard applies to newly built, renovated, repurposed, or mixed-use mini apartments under 7 floors, particularly regarding fire safety.
For mini apartments of 7 floors or more (or with a fire protection height of 25 meters or more), the regulations of QCVN 06:2022/BXD and the amended QCVN 06:2022/BXD issued previously will apply.
Therefore, it is necessary to quickly issue standards for mini apartments under 7 floors and private rental housing. After the fire incident at Khương Hạ Ward, Thanh Xuan District (Hanoi), government agencies reviewed these types of buildings and found many did not fully comply with construction standards and technical regulations.

Similarly, in the fire at a rental house combined with a business on Trung Kinh Street (Trung Hoa Ward, Cau Giay District, Hanoi) which killed 14 people in May 2024, the three-story house had a roof-enclosed smoke escape area, trapping smoke inside and causing many people to suffocate.
"Building a private house for 5-7 people is simple, but when renting to 15-20 people, the requirements are different. Businesses must meet very strict requirements to avoid situations like the recent Hanoi rental house fire. This standard applies widely and could affect millions of private houses. When repurposing or mixed-use, new standards must be applied, especially regarding fire alarms and smoke detectors,” said Mr. Ngoc Anh.
The Ministry of Construction has coordinated with the Ministry of Public Security and the fire protection force to guide basic fire safety solutions for people and existing buildings lacking fire safety conditions such as escape routes, fire barriers, and alarms.
According to Mr. Ngoc Anh, existing multi-story, multi-apartment buildings can use this document to retrofit and supplement technical solutions for fire safety. However, these are only supplementary solutions and cannot ensure fire safety like newly built buildings that fully comply with technical standards.
For mini apartments built many years ago, the Ministry of Construction has coordinated with the Ministry of Public Security and fire departments in Hanoi and Ho Chi Minh City to issue a reference guide to improve fire safety for these existing buildings in mid-May.
