Ninh Bình Promotes Trade Cooperation with Paris Ile-de-France Region, France

With its strategic location, open policies, competitive incentives, and unique cultural identity, Ninh Bình is increasingly seen as a safe and attractive destination for foreign investors.

As part of Ninh Bình's 2024 external affairs program, a delegation from the provincial People's Council, led by Mr. Mai Văn Tuất, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council, visited and worked in France from May 15-17.

In an open and cooperative spirit, representatives from the Paris Ile-de-France Chamber of Commerce and Industry (CCI Paris Ile-de-France) introduced their operational model and services.

As a key player in the regional economy, facilitating business formation, CCI Paris Ile-de-France plays a crucial role in promoting innovation initiatives, fostering trade and business exchanges, and advancing education and training in economic, trade, service, finance, banking, and business management sectors.

CCI Paris Ile-de-France assists small and medium-sized enterprises in entering new markets, both domestically and internationally, protecting economic interests, and offering solutions to unleash potential and drive growth.

During the working session, Mr. Mai Văn Tuất, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council, provided an overview of Ninh Bình's potential, advantages, and investment attraction orientations.

He emphasized the pride in Ninh Bình, home to the Tràng An Landscape Complex, the only mixed cultural and natural heritage site in Southeast Asia. Ninh Bình consistently and effectively implements the "Green and Sustainable" economic development orientation, leveraging cultural-historical heritage conservation and the good traditions of the people as resources and development drivers.

With its strategic location, open policies, competitive incentives, and unique cultural identity, Ninh Bình is considered a safe and attractive destination for foreign investors. The province aims for sustainable development, prioritizing quality projects and products with high added value and competitiveness.

Ninh Bình is committed to creating the best conditions for foreign businesses and investors, particularly French enterprises, to explore safe and effective investment opportunities in the province.

Recognizing the ability of CCI Paris Ile-de-France to promote innovation and business activities among large clients and small and medium-sized enterprises, Mr. Mai Văn Tuất expressed his hope for increased cooperation with French businesses in processing and manufacturing industries, high-tech agriculture, eco-tourism, and logistics.

Mr. Mai Văn Tuất also expressed his desire for CCI Paris Ile-de-France to support training human resources, environmental protection, heritage conservation, and tourism development, helping Ninh Bình achieve new economic and investment cooperation milestones with French investors.

Speaking to TTXVN reporters in France, Mr. Pierre Mongrué, Deputy General Director of International Cooperation at CCI Paris Ile-de-France, noted that the working session with Ninh Bình demonstrated many mutual interests and potential areas for beneficial cooperation.

Ninh Bình has strengths in developing food agriculture, rich cultural heritage, significant tourism potential, and high hotel demand, which align with France's strengths. Thus, there are many potential areas for future cooperation.

Mr. Mongrué believes that France will be a gateway for Ninh Bình to access the European Union market with over 400 million people, and the EU-Vietnam Free Trade Agreement (EVFTA) will provide a legal framework facilitating Vietnamese enterprises, including those from Ninh Bình, to penetrate this market.

During the visit to France, the delegation also met with Vietnamese Ambassador to France, Mr. Đinh Toàn Thắng, and embassy staff.

At the meeting, Mr. Mai Văn Tuất expressed gratitude for the support from the Ministry of Foreign Affairs, the embassy, and Ambassador Đinh Toàn Thắng for Ninh Bình province, as well as for the warm reception during the delegation's visit to France.

He introduced the history, potential, and strengths of the province, emphasizing Ninh Bình's active efforts in external activities to promote investment cooperation, mobilize foreign resources for economic and social development, and promote Ninh Bình to international friends.

Informing the ambassador about the key aspects of Ninh Bình's cooperation with foreign partners, including France, Mr. Mai Văn Tuất highlighted the French Development Agency's (AFD) support in two projects: the Kim Đài sluice project to prevent salinity, retain freshwater, and respond to sea level rise for six districts and cities in southern Ninh Bình; and the Phát Diệm urban infrastructure improvement sub-project in Kim Sơn district, part of a larger project to improve urban infrastructure and mitigate climate change impacts in four North Central coastal provinces.

These projects have significantly contributed to agricultural production and enhanced the province's capacity in disaster prevention and climate change mitigation.

Ninh Bình is currently coordinating with AFD to propose a project to improve infrastructure and supply freshwater to the downstream areas of Kim Sơn district for socio-economic development and climate change adaptation.

With a vision for sustainable development, Ninh Bình seeks continued support from the Vietnamese Embassy in France in promoting and connecting French businesses and investors to the province, particularly in eco-tourism and high-end resort services, high-quality human resource training, industrial park infrastructure, tourism and urban development, automobile production and assembly, automotive supporting industries, electronics component manufacturing, clean industries, high technology, high-tech agriculture, and agricultural product processing.

Mr. Mai Văn Tuất expressed confidence that with the long-standing friendship between Vietnam and France, and the Vietnamese Embassy's role as a bridge, Ninh Bình will attract more French investors and enterprises, diversifying foreign direct investment in the province.

Ambassador Đinh Toàn Thắng highly appreciated Ninh Bình's proactive and positive approach in promoting trade and investment in Europe. He believed that with its many potentials, comparative advantages, and political determination to attract foreign investment, Ninh Bình would be an attractive destination for European, including French, investors.

The ambassador affirmed his support in connecting and promoting Ninh Bình's cooperation with French partners and localities, especially in tourism development, contributing to making Ninh Bình a national tourism hub.

On May 17, to mark the 134th anniversary of President Hồ Chí Minh's birth (May 19, 1890 - May 19, 2024), the delegation from the Ninh Bình People's Council laid flowers at his statue in Montreau Park and visited the Hồ Chí Minh Space in the Living History Museum of Montreuil city.

The visit to France concluded the delegation's successful working program in several European countries. The delegation's trade and investment promotion activities received high praise from local authorities, organization leaders, and significant interest from partners and investors, contributing to promoting Ninh Bình's image, potential, and strengths internationally. This is a vital milestone in advancing Ninh Bình's foreign relations with major European countries, building trust, and creating new cooperation relationships for the province's sustainable development.
