Overall Report on the Progress of the Long Thanh International Airport Construction Project

According to Announcement No. 306/TB-VPCP dated July 9, 2024, from the Government Office, Deputy Prime Minister Tran Hong Ha concluded at the meeting of the Task Force for the Long Thanh International Airport Construction Investment Project Phase 1.

Project Progress

Key components of Phase 2 and Phase 3 of the project, managed by the Vietnam Air Traffic Management Corporation (VATM) and the Airports Corporation of Vietnam (ACV), are currently on or ahead of schedule according to the contract. The Deputy Prime Minister praised the efforts of the investors in ensuring progress and quality of these project components and packages.

However, some works under Phase 1, overseen by the Ministry of Agriculture and Rural Development, have not yet been funded and contractors have not been selected. Particularly, Phase 4 of the project is progressing very slowly, with no feasible investor selection plan in place, leading to the risk of not meeting the deadline, affecting airport operations and causing investment cost waste.

Key Tasks

1. Land Acquisition, Compensation, Support, and Resettlement Project:

  • The People's Committee of Dong Nai province is required to complete land acquisition and hand over the remaining land area by July 15, 2024.
  • Guide the Southern Airports Authority in preparing documents for land allocation and issuance of land use right certificates for the remaining area of Phase 1.

2. Long Thanh International Airport Construction Investment Project Phase 1:

  • Phase 1 Projects (Headquarters of state management agencies): The Ministry of Transport works with the Ministry of Agriculture and Rural Development, the People's Committee of Dong Nai province, and related agencies to promptly invest in the construction of health quarantine stations and animal/plant quarantine stations according to the plan and function.
  • Phase 4 Projects (Other works): Includes important works related directly to technical safety and operation, ensuring the proper scale and role of the international airport. Particularly, the investment in aircraft maintenance and repair centers must meet technology, capacity, and management requirements according to international standards.

Solutions and Recommendations

The Deputy Prime Minister directed the Ministry of Transport to take responsibility for implementing Phase 4 of the project and to promptly report to the Government on the progress and feasible solutions. Propose the selection of international consultants with the capability and experience to advise on the overall design and investor selection. The Ministry of Planning and Investment closely coordinates with the Ministry of Transport during the selection process and the preparation of bidding documents.

Regarding investor selection:

  • Complete the bidding process in July 2024.
  • Establish criteria for dividing the business efficiency of investors suitable to the scale and development level of the airport through various stages.

For investors providing aircraft maintenance and repair services:

  • Investors must have international investment experience, prioritizing capacity, experience, and management criteria.

For the following components:

  • Cargo Terminal 2, express cargo terminal, cargo reception warehouse (logistics area), airport hotel, airport city: The Ministry of Transport reviews the approved investment projects and agrees with the Committee for Management of State Capital at Enterprises to assign ACV to lead the investment.

The Deputy Prime Minister requested the Ministry of Transport to promptly report to the Prime Minister on the overall progress of the project, clearly stating the causes and responsibilities for the delay in implementing Phase 4 and proposing feasible solutions.

ACV needs to assign capable and experienced staff to support the Civil Aviation Authority of Vietnam in organizing investor selection bidding and promptly receiving and implementing the contents of Phase 4 transferred by the Ministry of Transport.

The Deputy Prime Minister requested the relevant agencies to seriously implement the directives, promptly deploy the components, ensure safety and quality, and complete simultaneously to put the entire project into effective operation.
