TOD Development Along Metro Line 2 in Ho Chi Minh City: Planning Strategy and Socio-Economic Impact

Amidst rapid urbanization and increasing pressure on Ho Chi Minh City's transportation system, the Transit-Oriented Development (TOD) model is considered a strategic solution to optimize land use, enhance infrastructure efficiency, and drive economic growth. One significant step forward is the planned auction of a 26-hectare land parcel in Tân Phú District at the end of 2025 for TOD development along Metro Line 2 (Bến Thành - Tham Lương). This marks a crucial milestone in shaping a modern, sustainable, and multi-functional urban structure.

Theoretical Framework and Effectiveness of TOD

The TOD model is based on sustainable urban planning principles, where public transportation serves as the core, promoting high-density, mixed-use, and pedestrian-friendly urban spaces. Studies worldwide have demonstrated that this model optimizes land resources, reduces pressure on road infrastructure, and encourages residents to use public transport instead of private vehicles. Successful TOD implementations in major cities such as Tokyo, Seoul, and Singapore have significantly improved living standards, boosted economic productivity, and reduced greenhouse gas emissions.

Strategic Location of Land Parcel I/82A in Tây Thạnh for TOD Planning

According to urban planning assessments, the I/82A land parcel in Tây Thạnh Ward is strategically located, adjacent to two key traffic corridors—Tây Thạnh and Trường Chinh. This area serves as a critical urban hub within Ho Chi Minh City's TOD network. Currently, it consists mainly of vacant land, with some areas used for commercial and logistics purposes. With its transformation into a high-density urban zone under the TOD model, the site will be planned as an integrated urban space featuring commercial, service, office, residential, and public amenities.

Additionally, underground space utilization is a strategic approach to maximizing land use, improving accessibility to public transport, and minimizing surface-level urban congestion. This aligns with modern urban development trends in advanced countries, where underground spaces are effectively used for parking facilities, shopping centers, and transit corridors directly connected to metro systems.

Implementation Strategy and Roadmap

The TOD development in Tân Phú District will follow a well-structured roadmap to ensure feasibility and investment efficiency:

  • Q1 2025: Finalizing the legal framework, approving the master plan, and defining financial mechanisms.
  • Q2 2025: Developing an adjusted planning proposal, conducting environmental impact assessments, and undergoing review.
  • Q3 2025: Approving the land acquisition list, executing the land use plan, and determining resettlement options.
  • Q4 2025: Implementing compensation and site clearance, auctioning land use rights to select investors.
  • From 2026 onwards: Developing the high-density urban area, synchronized with infrastructure and public services.

Additionally, Ho Chi Minh City aims to enhance supporting facilities such as public spaces, green transportation networks, smart parking systems, and integrated commercial areas to ensure project sustainability.

TOD Ecosystem and Ho Chi Minh City’s Urban Development Vision

In the long-term strategy, Ho Chi Minh City aims to develop 355 km of urban rail transit and establish TOD ecosystems at 11 strategic locations along metro lines over the next decade. For Metro Line 2, in addition to the 26-hectare land parcel in Tây Thạnh, two other sites are also designated for TOD development:

  • Tân Bình Exhibition and Sports Center (5.1 ha)
  • C300 Area (between District 10 and Tân Bình) (approximately 41 ha)

Between 2025 and 2026, Ho Chi Minh City will further expand TOD projects at nine key locations along strategic transport corridors, including Metro Line 1 (Bến Thành - Suối Tiên), Metro Line 2 (Bến Thành - Tham Lương), and Ring Road 3. Among these, the Xuân Thới Thượng area in Hóc Môn (389 ha) is the largest TOD site and will serve as a vital satellite urban center for the city.

Challenges in Implementing TOD

Despite its advantages, the implementation of TOD in Ho Chi Minh City faces several challenges:

  • Land Acquisition and Resettlement: Some designated areas are already inhabited, requiring fair compensation policies and feasible resettlement plans to ensure social stability.
  • Financial Mechanisms and Investment Attraction: TOD projects require significant capital investment for both transit infrastructure and urban development. Attracting strategic investors and implementing Public-Private Partnerships (PPP) remains a major challenge.
  • Planning Synchronization: Ensuring coherence between urban planning, public transportation networks, and functional areas is essential for maximizing TOD efficiency.

Despite these challenges, with strong governmental commitment and collaboration among stakeholders, the TOD model is expected to be a key driver of sustainable, modern urban development in Ho Chi Minh City. This initiative is not only an innovative urban planning strategy but also a long-term vision to transform the city into a smart, livable, and globally competitive metropolis.
