Further investigation into Vietnam's Phuc Son Group case, severely punish lawbreakers, and completely recover state-owned assets

According to the latest news from the Ministry of Public Security of Vietnam, the police investigation agency is conducting an in-depth investigation of the Foshan Group case to further clarify the illegal activities of the group in various localities and relevant units, and to take necessary measures in accordance with legal provisions to ensure the full recovery of national assets.

The Ministry of Public Security pointed out that this case involves a number of serious crimes, including violating accounting regulations with serious consequences, accepting bribes, violating bidding regulations with serious consequences, and taking advantage of the influence of one's position for profit. The case occurred at Phu Son Group Joint Stock Company and its related local units in Vinh Phuc Province.

The Ministry of Public Security of Vietnam is conducting an in-depth investigation into the Vietnam Phuoc Son Group case, which involves serious accounting irregularities, bribery, violation of bidding regulations, and abuse of power for profit.


The Ministry of Public Security has issued prosecution decisions and related litigation decisions on April 20 and 23, 2024, for the six persons involved. The list of persons prosecuted is as follows:

  • Nguyễn Văn Khước, who served as deputy governor of Vinh Phuc province and chairman of the provincial land assessment committee, was charged with bribery.
  • Chu Quốc Hải, former deputy director of Vinh Phuc Province’s Department of Natural Resources and Environment, is suspected of taking bribes.
  • Hoàng Văn Nhiệm, deputy director of Vinh Phuc provincial finance department, also faces bribery charges.
  • Cao Đại Nghĩa, deputy director of the Price Division of the Land Planning and Development Bureau of the Ministry of Natural Resources and Environment, was accused of taking advantage of his position to seek profit while performing official duties.
  • Đinh Thị Thu Hương, head of the Compensation and Resettlement Land Price Section of the Land Management Bureau of Vinh Phuc Province’s Department of Natural Resources and Environment, faced the same accusation.
  • Nguyễn Ngọc Huy, general manager of Nam Ha Appraisal Company, was charged with taking advantage of his position for profit while performing official duties.

The investigation agency pointed out that Nguyễn Văn Hậu, as the head of Thăng Long Real Estate Company, had directly given bribes many times during the implementation of the Vĩnh Tường market and urban area project, seeking to obtain preferential conditions in the calculation of land use fees. These illegal acts involved a number of government officials, including Nguyễn Văn Khước, Chu Quốc Hải and Hoàng Văn Nhiệm. In the course of performing their duties, they accepted bribes from Nguyễn Văn Hậu to conduct land appraisals through Đinh Thị Thu Hương and Cao Đại Nghĩa. The resulting loss of national property amounted to VND20.09 billion.

On April 22 and 23, 2024, the Supreme People's Procuratorate (Third Division) approved all the above decisions and orders, and the police investigation agency of the Ministry of Public Security subsequently implemented these decisions in accordance with the law. Currently, the Ministry of Public Security is further strengthening evidence collection and expanding the scope of investigations to ensure that criminals can be severely punished in accordance with the law and the illegally appropriated national assets can be fully recovered.
