President Tô Lâm: Devoting Heart and Mind to Serve the Country and People

On the morning of May 22, 2024, at the 7th session of the 15th National Assembly, Mr. Tô Lâm, a member of the Politburo, was elected as the President of the Socialist Republic of Vietnam for the 2021-2026 term.

On the morning of May 22, at the Diên Hồng Hall of the National Assembly House, Mr. Tô Lâm took the oath of office as the President of the Socialist Republic of Vietnam in front of the National Assembly and voters nationwide. Under the sacred red flag with a golden star, President Tô Lâm swore absolute loyalty to the Fatherland, the people, and the Constitution of the Socialist Republic of Vietnam; he pledged to strive to fulfill the tasks assigned by the Party, the State, and the people.

In his inaugural speech, President Tô Lâm expressed his gratitude to the National Assembly for electing and entrusting him with the responsibilities of the President. He also thanked the Central Committee of the Party, General Secretary Nguyễn Phú Trọng, and other Party and State leaders for their trust in recommending him for this noble position. Tô Lâm emphasized that this is both an honor and a heavy responsibility, as well as an opportunity to work with the Central Committee, the Politburo, and the Secretariat to devote his heart and mind to serving the country and people according to the path chosen by the Party and President Hồ Chí Minh.

President Tô Lâm emphasized: “I will forever remember and express my boundless gratitude for the immense contributions of President Hồ Chí Minh, the genius leader of our Party and nation; the predecessors; and the millions of heroic martyrs who bravely fought and sacrificed for the independence, sovereignty, unity, and territorial integrity of the Fatherland, for socialism, and for noble international duties.”

President Tô Lâm also affirmed that under the wise and talented leadership of the Party, the decisive participation of the entire political system, the unity of the people, and the support of international friends, our country has achieved unprecedented accomplishments. These are important prerequisites for the President to fulfill his duties in the new term, while also posing higher demands and expectations in the new development phase.

President Tô Lâm committed to strictly performing the duties and powers of the President as stipulated by the Constitution; actively implementing domestic and foreign affairs, defense, and security tasks; promoting the spirit of self-reliance, self-confidence, self-sufficiency, self-strengthening, and national pride; and achieving the goals set forth by the 13th National Party Congress.

President Tô Lâm affirmed that he will work with the members of the Central Committee, the Politburo, and the Secretariat to enhance the Party's leadership and combat capabilities; resolutely and persistently fight against corruption and negativity; prevent and repel degradation, "self-evolution," and "self-transformation"; strengthen the close relationship between the Party and the people; promote socialist democracy in conjunction with consolidating order and discipline; focus on building an advanced Vietnamese culture imbued with national identity, truly an endogenous resource and driving force for development; and comprehensively and synchronously advance the renovation and modernization of the country.

President Tô Lâm emphasized the implementation of effective multilateralization and diversification of foreign relations, embodying the "Vietnamese bamboo diplomacy"; proactive and active international integration; close combination of the Party's external relations with state diplomacy and people-to-people diplomacy; and maximizing the strength of national unity combined with the strength of the times. He highlighted the importance of maintaining a peaceful and stable environment, effectively addressing challenges from afar for national defense; and continually enhancing Vietnam's role and position in global politics and the world economy.

The President also committed to effectively implementing the resolution of the 8th Central Committee Conference on the strategy of protecting the Fatherland in the new situation; firmly consolidating the "people's defense posture" based on the people's defense and the people's security posture; and building a clean, strong, regular, elite, and modern armed forces to meet the requirements of national construction, defense, and international integration.

President Tô Lâm emphasized that he will foster unity and consensus within the Central Committee, the Politburo, the Secretariat, and key leaders; continuously improve revolutionary moral qualities; uphold the responsibility of setting an example; strive to overcome all difficulties to fulfill his duties; inherit and promote the revolutionary achievements; and mobilize the glorious traditions and valuable experiences of the Party and the nation. He committed to harnessing the strong Vietnamese cultural identity, spirit, and wisdom to meet the demands of the new revolutionary phase and earn the trust of the entire Party, people, and army.

President Tô Lâm expressed his hope to receive guidance, support, and close cooperation from the Central Committee, the National Assembly, the National Assembly Standing Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front and its member organizations, ministries, sectors, localities, compatriots, comrades, soldiers nationwide, and overseas Vietnamese to fulfill the entrusted responsibilities.
