Promote cooperation between Finland and Vietnam in climate change response
Finnish Minister of Climate and Environment Kai Mekanen shared solutions to achieve the 2035 carbon neutrality goal and assessed the results of Finland-Vietnam cooperation in climate change response.

Over the past 51 years, cooperative relations between Vietnam and Finland have developed steadily, mainly in the fields of economy, trade and investment. In recent years, the scope of this cooperation has expanded to new areas such as environment and clean energy, in line with the potential and needs of both countries.
Finnish solution
At the "Finland's Climate Solutions" conference in Helsinki in April 2024, Minister Kai Mackanen shared Finland's solutions and strategies to achieve its 2035 carbon neutrality goal. He said that developing a circular economy is an important pillar in Finland's transformation towards a carbon-neutral society. The circular economy not only involves waste and recycling, but also requires cooperation from all parties to optimize resource utilization and create a sustainable economic model.
Finland has launched a strategic plan to transform its current economy into a circular economy by 2035. For the first time, the plan sets targets for reducing excessive consumption of natural resources.
Recycling Achievements
Finland has made remarkable achievements in waste recycling, with 99% of waste recycled and less than 1% going to landfill. Key contributing factors include the implementation of the EU Landfill Directive, the waste tax, the ban on landfilling of organic waste and the operation of 11 modern incineration plants. Finland is working hard to meet EU municipal waste recycling targets, especially the treatment of biowaste.
Cooperation with Vietnam
Cooperation between Finland and Vietnam in the field of environment and climate has achieved remarkable results. Key cooperation projects between the two countries include:
PromoAir: The "Promoting Modern Urban Air Quality Monitoring System" project provides support and shares the best solutions for air quality monitoring network design.
PromoServ 3: The "Promoting Modernization of Vietnam Meteorological Services" project improves early warning capabilities for typhoons, strong winds and heavy rains.
Project to enhance rain measurement capabilities: The “Enhancing the National Meteorological Center’s rain measurement, typhoon and thunderstorm forecasting capabilities” project improved Vietnam’s weather radar network and installed a nationwide lightning sensing system.
These projects improve the accuracy of weather forecasts, reduce losses caused by extreme weather, and support the development of other fields such as agriculture and medicine. Close cooperation among relevant organizations enables Vietnam to respond more effectively to rising climate risks.
