Resolving the Waste of Delayed Project Land

According to reports, the waste of land resources due to delayed project implementation, abandoned land, agricultural and forestry land, and projects halted after inspections has not been thoroughly addressed.

On the afternoon of May 15th, the Standing Committee of the National Assembly continued its agenda, giving opinions on the approval of the document for the United Kingdom of Great Britain and Northern Ireland to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Additionally, the committee reviewed the Government's report on thrift practice and anti-wastefulness in 2023.

Approval of CPTPP Accession Document for the United Kingdom and Northern Ireland

Presenting the proposal for the approval of the CPTPP accession document for the United Kingdom and Northern Ireland, Deputy Director of the President's Office, Phan Thi Kim Oanh, stated that on February 1, 2021, the United Kingdom officially submitted its application to join the CPTPP. Subsequently, negotiations between the United Kingdom and CPTPP member countries took place, during which Vietnam achieved its objective of requiring the United Kingdom to commit to high market access standards to ensure compliance with the agreement.

After multiple meetings, on March 31, 2023, CPTPP member countries and the United Kingdom announced the conclusion of accession negotiations. On June 16, 2023, in New Zealand, the Vietnamese Minister of Industry and Trade, along with the ministers of CPTPP member countries and the United Kingdom, signed the accession document, making the United Kingdom the 12th signatory member of the agreement.

The Government proposes approving this document at the 7th session of the 15th National Assembly, placing Vietnam among the first six CPTPP countries to ratify the protocol. Early approval and implementation of the commitments in the protocol will help realize the opportunities for Vietnamese goods to access the UK market, thereby strengthening bilateral trade and investment relations between the two countries and enhancing Vietnam's image and position in promoting international economic cooperation.

National Assembly's Review Report

Presenting the review report on the approval of the document, Chairman of the National Assembly's Foreign Affairs Committee, Vu Hai Ha, emphasized that approving the CPTPP accession document for the United Kingdom reflects a high level of political determination, aligns with the Party and State's foreign policy, and has a positive impact on the country's socio-economic development.

First Vice Chairman of the National Assembly, Tran Thanh Man, concluded that the Standing Committee of the National Assembly agreed to submit the proposal for the United Kingdom and Northern Ireland's CPTPP accession document for approval at the 7th session of the 15th National Assembly.

Addressing Land Resource Waste

Chairman of the National Assembly's Finance and Budget Committee, Le Quang Manh, presented a preliminary review report on the results of thrift practice and anti-wastefulness in 2023. The Government has completed a large volume of legislative tasks, focusing on issuing, amending, and supplementing norms, standards, and regimes in various fields; implementing fiscal policies, tax exemptions, reductions, extensions, and budget revenues; promoting the disbursement of public investment funds, and supporting businesses and the public.

However, some ministries and sectors have not followed the legislative plan, resulting in delays in the law-building program. Some legal projects, when submitted, did not ensure quality, and the documentation was not in accordance with regulations; delays in issuing detailed regulations and guidelines for implementing laws and ordinances continued to occur.

Conflicts and contradictions between the provisions in the legal system on investment, land, real estate, housing, construction, and planning, as well as inconsistent implementation by some localities, have caused difficulties, obstacles, and waste in the implementation of investment projects. Many projects had to stop construction due to legal procedural issues, and businesses faced difficulties in accessing credit and corporate bonds.

Public investment fund disbursement results in 2023 showed that 91 out of 115 ministries, central agencies, and localities had a disbursement rate below the national average, with some units having a disbursement rate below 10% of the capital plan.

The implementation of the three National Target Programs continues to be slow, causing waste and reducing the efficiency of investment capital use, significantly affecting the objectives of the programs. The disbursement rate of central budget capital, especially for career funding, is low, reaching only 46.77% of the plan, including extended 2022 capital carried over to 2023.

The waste of land resources from delayed project implementation, abandoned land, agricultural and forestry land, and projects halted after inspections, audits, and inspections has not been thoroughly resolved. There are still 404 out of 908 projects and works not using land or delaying land use, with an area of 18,308 out of 28,155 hectares yet to be addressed.

The Standing Committee of the Finance and Budget Committee agreed with the Government's report and recommended that the Government focus on addressing voter recommendations on tightening discipline, enhancing the awareness and responsibility of agencies, organizations, party committees, authorities, officials, and party members in implementing the Party's policies and the State's laws on thrift practice and anti-wastefulness; intensifying the rearrangement of premises, continuing to complete the national public asset database; thoroughly resolving the waste of land resources from delayed projects, abandoned land, agricultural and forestry land, and projects halted after inspections, audits, and inspections; and increasing the efficiency of water resource use, especially in agricultural production.
