Over the years, due to construction halts, many projects have been left incomplete, and originally installed equipment and materials have not been maintained, leading to severe deterioration. The concrete pillars that once represented the hopes and aspirations of millions of Saigon residents have now turned into soulless stones, eroded by natural conditions and time. Weeds have grown thickly, covering machinery and structures, and turning what was once a hopeful area into a gathering place for trash and insects, negatively impacting the quality of life of nearby residents and creating an unhealthy living environment.
Meanwhile, heavy rain and tidal surges continue to cause widespread flooding in many parts of the city, bringing countless difficulties to residents. Each rainy season, thousands of households in low-lying areas face the prospect of floodwaters invading their homes, damaging property and disrupting daily life. For many, heavy rain is no longer just a weather phenomenon but a continuous nightmare that severely affects quality of life and causes prolonged anxiety and unease.
The primary reasons behind the stagnation of this project are the cumbersome legal procedures, issues with fund disbursement, and the lack of consensus among stakeholders. Legal issues remain unresolved, coupled with difficulties in mobilizing funds from financial institutions and enterprises, leaving the project in a state of prolonged stagnation. This has not only resulted in enormous waste of investment resources but also significantly eroded public confidence in the government's ability to address essential urban living issues. Disputes and lack of consistency in leadership and coordination among stakeholders have led to project stagnation, while the city's flooding problem remains unsolved.
On the other hand, Saigon's citizens once harbored hopes for a future where they would no longer have to live with constant flooding. The drainage systems and tidal barriers that were once expected to be effective solutions for the city’s inundation now seem questionable. Observing the current state of this multi-trillion VND project, many cannot help but wonder if there is still hope for Ho Chi Minh City to escape from perpetual flooding. The promises of a modern city free from floods now appear to be only on paper, while the reality is entirely contrary to what was committed.
To thoroughly resolve this issue, stronger determination from leadership is needed, requiring transparency in management as well as coordinated efforts among departments and stakeholders. Resolving legal and financial bottlenecks is a prerequisite for getting the project back on track. Additionally, responsibilities of the involved parties must be clarified to ensure effective use of investment resources, prevent waste, and bring the project into practical implementation. The city government needs to take concrete and vigorous actions instead of merely making commitments and drafting plans.
The residents of Ho Chi Minh City are still waiting for a real solution—one that can bring about significant change, not empty promises and unfulfilled commitments. Stakeholders should put the interests of the citizens first, creating favorable conditions for infrastructure improvements and addressing the flooding issue. Scattered and inconsistent efforts will not yield positive results. Only with determination, unity from all levels of government, and transparency in management can the millions of citizens who yearn for sustainable development and a city free from persistent flooding have renewed hope.
