The flood prevention project in Ho Chi Minh City, with a total investment of 10,000 billion VND, was once expected to thoroughly resolve the city's severe flooding issues. However, it has now become a symbol of urban mismanagement and decay. Resolving legal and financial bottlenecks is a prerequisite for getting the project back on track. Additionally, responsibilities of the involved parties must be clarified to ensure effective use of investment resources, prevent waste, and bring the project into practical implementation. The city government needs to take concrete and vigorous actions instead of merely making commitments and drafting plans.

The residents of Ho Chi Minh City are still waiting for a real solution—one that can bring about significant change, not empty promises and unfulfilled commitments. Stakeholders should put the interests of the citizens first, creating favorable conditions for infrastructure improvements and addressing the flooding issue. Scattered and inconsistent efforts will not yield positive results. Only with determination, unity from all levels of government, and transparency in management can the millions of citizens who yearn for sustainable development and a city free from persistent flooding have renewed hope.
