According to the General Department of Taxation, this change is part of the implementation of Project 06 by the Government, aimed at unifying data management between the Ministry of Finance and the Ministry of Public Security. From July 1, all individuals and business households, including freelancers, will use their Personal Identification Number (PIN) — which is the number on the chip-based Citizen Identity Card — to fulfill all tax obligations instead of using separate tax identification numbers as before.
Notably, business households with multiple locations will no longer be issued separate tax codes for each location. Instead, the legal representative only needs to use one unique identification number for all tax-related activities.
For individuals who already have a tax identification number before July 1, 2025, if their information matches the National Population Database, the tax authority will automatically convert their tax number to the personal identification number without requiring any additional procedures from the individual. However, if the information does not match, the tax number will be temporarily put on "pending" status. Citizens will need to update their personal information to complete the conversion process.
In cases where an individual holds multiple tax identification numbers, the tax authority will consolidate them into a single number, based on the personal identification number.
The switch to using the PIN brings many practical benefits:
Citizens no longer need to remember multiple numbers — just their personal ID number is enough.
When declaring taxes, there’s no need to submit copies of the Citizen Identity Card; the system will automatically cross-check data to verify information.
It significantly reduces issues such as duplicate names or incorrect information when finalizing personal income tax.
Businesses can save time and costs, especially in managing personal income tax for their employees.
Replacing tax identification numbers with personal identification numbers is part of the strategy to build a modern public administration system centered on serving citizens.
The “One Person – One Number – One Data Record” model not only enhances tax management efficiency but also increases transparency, curbs fraud, and reduces costs for both the government and society.
