Phase 1 (starting December 1):
The reorganization work has begun, with the first task being the reorganization of party organizations and political-social organizations at the ward level. Local authorities will designate the Party Committees, Secretaries, and Deputy Secretaries of the new wards, as well as appoint the Presidents and Vice Presidents of the People's Committees of the new wards. This process will be completed by the end of 2024, and the new administrative apparatus will begin to operate. In addition, the seals, signs, and names of agencies and units will be changed to reflect the new administrative boundaries, and assets, facilities, and finances will be rearranged.
Phase 2 (starting January 1, 2025):
Phase 2 will focus on finalizing the organizational structure and staffing of the newly restructured wards, while also preparing for the 2025-2030 term of grassroots Party congresses.
During the reorganization process, Ho Chi Minh City places particular emphasis on protecting citizens' rights. The city government has committed to assisting residents with the transition of their documents related to the administrative boundary changes without disrupting their daily lives or business activities. Specifically, citizens will not be required to pay any fees for changing their documents, and all administrative procedures will be processed quickly and conveniently.
Vice Chairman of the People's Committee of Ho Chi Minh City, Vo Van Hoan, emphasized at the conference that the reorganization process must be carried out urgently and seriously, in full compliance with regulations and guidelines from higher authorities. He requested that the 10 districts cooperate closely to ensure the smooth implementation of the plan. Additionally, regarding the placement of public servants and administrative staff affected by the restructuring, the city government will make reasonable arrangements to ensure the efficient use of human resources. It is estimated that after the reorganization, 1,022 public servants and employees will be surplus. The city will handle this situation gradually, giving priority to placing them in local areas. If local districts have no more vacancies, competent staff will be considered for placement at higher levels.
Ho Chi Minh City is urgently carrying out the reorganization of 80 wards in 10 districts with a clear strategy and a strong determination. The city government is particularly focused on ensuring citizens' benefits and ensuring that their daily lives are not disrupted. This is an important step in improving administrative efficiency and enhancing government management, laying a stronger foundation for the city’s future development.
