Approved in 2007 and commenced in 2008, Metro Line 1 initially had an investment of approximately VND 1.7 trillion. However, due to fluctuations in material costs, technological upgrades, and urban planning adjustments, the total investment escalated to VND 4.7 trillion. Of this, concessional loans from the Japan International Cooperation Agency (JICA) accounted for VND 4.18 trillion, highlighting Japan's commitment to supporting Vietnam’s sustainable transport infrastructure.
The project was initially scheduled for completion in 2017 and commercial operation in 2018. However, challenges related to land acquisition, adjustments to technical standards, and economic and political factors led to repeated delays. After more than a decade of construction, Metro Line 1 officially commenced operations on December 22, 2024, serving over 5 million passengers within its first two months of trial operation.
Spanning 19.7 km with 14 stations—three underground and eleven elevated—the metro system adopts advanced technical standards, including a fully automated operating system and Communications-Based Train Control (CBTC) signaling technology to enhance operational frequency and safety.
Additionally, the stations along the route incorporate a multimodal transport connectivity approach, seamlessly integrating with Bus Rapid Transit (BRT), electric taxis, and public bicycle systems, promoting sustainable urban mobility. The project also employs lightweight, durable materials and intelligent energy management systems to reduce energy consumption, extend infrastructure lifespan, and improve operational efficiency.
According to urban planning experts, the inauguration of Metro Line 1 not only signifies progress in public transportation but also has profound implications for other economic sectors. Real estate values along the metro corridor have surged, commercial and service activities have become increasingly vibrant, and the project has accelerated Transit-Oriented Development (TOD), positioning public transport as the central driver of urban growth.
Japan’s Vice Minister of Foreign Affairs, Miyaji Takuma, emphasized that Metro Line 1 is one of Japan’s largest ODA projects for Vietnam, aiming to alleviate traffic congestion, enhance environmental quality, and elevate urban living standards to meet international benchmarks.
Nguyen Van Duoc, Chairman of the Ho Chi Minh City People’s Committee, stated that Metro Line 1 lays a solid foundation for subsequent metro projects. The city government plans to advance the development of Line 2 (Ben Thanh - Tham Luong) and Line 3A (Ben Thanh - Tan Kien), striving to build an efficient and interconnected public transport network.
The metro system is not just a modern transport solution but is also reshaping commuting habits, reducing reliance on private vehicles, cutting carbon emissions, improving air quality, and driving the city towards sustainable green development.
On its opening day, Metro Line 1 was met with overwhelming enthusiasm from Ho Chi Minh City residents. Passengers praised the system's smooth operation, safety, and efficiency, expressing high expectations for the expansion of the metro network in the future.
Urban transport expert, Associate Professor and Ph.D. Nguyen Xuan Hung, analyzed that the completion of the first metro line is an inevitable step in Ho Chi Minh City’s modernization. He stressed that for the metro system to maximize its potential, the government must integrate urban development planning, implement policies encouraging public transport usage, and optimize financial models for infrastructure investment.
With Metro Line 1 officially in operation, Ho Chi Minh City has taken a crucial step toward developing a modern and sustainable public transport system. This milestone not only improves urban connectivity but also creates significant opportunities for economic and social growth, positioning the city as a leading smart urban center in Southeast Asia.
The development of the metro system is more than just an upgrade in transportation—it is a transformative force reshaping urban spatial organization, enhancing residents’ quality of life, and laying the groundwork for future sustainable urban planning.
