HCMC Proposes Adjustment of National Highway 13 Toll Station Location

The Ho Chi Minh City Department of Transport (GTVT) recently submitted a document to the Binh Duong Provincial People's Committee, proposing a plan for positioning toll stations along National Highway 13, particularly at the Binh Duong gateway and the access road to Phu Long Bridge, located in Thuan An City, Binh Duong Province. This proposal aims to ensure that the construction of toll stations not only yields economic efficiency in recovering investment in infrastructure but also aligns with current traffic flow realities, avoiding unnecessary inconvenience for traffic participants and residents living in the vicinity.

Adjusting the toll station's location is not merely a matter of infrastructure but also relates to traffic safety and optimizing the experience of road users. The proposed toll station on National Highway 13 is currently about 200 meters from the Vinh Binh Bridge abutment, situated in a complex terrain area, which includes curves and slopes. These features pose potential risks to traffic safety, especially during peak hours when the volume of vehicles is very high. Curved and sloping terrain not only increases the risk of loss of vehicle control but also heightens the likelihood of accidents, significantly impacting traffic safety. Therefore, the HCMC Department of Transport recommends a thorough assessment of the proposed toll station location, while also considering expanding the toll lanes from 3.5 meters to 3.75 meters to ensure operational safety and efficiency. This expansion will also help reduce congestion and optimize the flow of vehicles passing through the station, facilitating smoother toll collection.

In addition, the HCMC Department of Transport also proposed supplementary measures to enhance traffic safety, such as closing the central reservation opening near the toll station. This measure can limit the sudden direction changes of vehicles, which is a primary cause of collisions in this area. To ensure fairness and transparency in the toll collection process, the Department of Transport further suggested that Binh Duong Province should implement clear toll collection procedures at both stations, avoiding double tolling, which could provoke dissatisfaction within the community. At the same time, there should be policies to reduce or exempt tolls for the personal vehicles of local residents to minimize negative impacts on their daily lives.

The transport infrastructure surrounding the toll stations also requires synchronized upgrades. The repair and upgrading of the access roads to the stations, especially Vinh Binh and Phu Long Bridges, must be carried out concurrently to ensure safety and convenience for residents. Particular attention should be given to establishing an early warning system and clear, complete signage to help drivers identify and adjust their behavior when approaching the toll station. This will not only increase safety but also improve the experience for traffic participants passing through these areas.

The implementation of Electronic Toll Collection (ETC) systems is a necessary solution to minimize vehicle stopping time at toll stations, thereby improving toll collection efficiency and transparency.
