The Department of Construction has proposed a new resolution on mechanisms to support investors in social housing projects, with several key benefits for social housing developers:
Infrastructure Support: Investors will receive assistance in connecting the project's infrastructure with the surrounding area's infrastructure, ensuring the coordination of social infrastructure both inside and outside the project's scope.
Exemption from Fees: Investors will be exempt from various fees related to legal procedures, including the environmental impact assessment report review fees, land use rights certificate review fees, and building permit fees.
Saving Time and Costs: Some procedures will be simplified, such as the determination of land locations for social housing projects no longer requiring complex planning adjustments, making it easier for investors to select suitable sites and save time.
To improve transparency and make it easier for residents to access information, the Ho Chi Minh City Department of Planning and Architecture has proposed establishing a dedicated website for social housing projects. This website will provide detailed information about ongoing social housing projects, allowing residents to easily look up and choose projects based on their needs. This initiative will help create convenience for both investors and residents, while simplifying complex procedures in project implementation.
Ho Chi Minh City is currently facing many challenges in developing social housing and worker accommodation projects, including issues with land planning, financial obligations, land procedures, investment procedures, and pricing of social housing. To address these issues, the city has proposed several solutions, including specifying district planning, clearly designating locations for social housing, prioritizing development in new areas or reusing old locations, and ensuring legal compliance throughout the construction process. The city has also improved land handover procedures and allowed the conversion of agricultural land to non-agricultural land for the development of social housing projects.
In addition, the city has approved a budget of about 3,700 billion VND for social housing development from 2021 to 2025 and is actively encouraging both domestic and foreign investment. The city is also organizing investment promotion conferences and encouraging the application of new construction technologies to reduce the cost of social housing. The city is collaborating with the Ho Chi Minh City Labor Federation to accelerate the construction of social housing, especially rental and rent-to-own housing models, to meet the large demand from workers and laborers.
With strong support policies and legal procedure reforms, Ho Chi Minh City is committed to building a sustainable social housing system to meet the growing demand of residents, especially workers and low-income people.
