Ho Chi Minh City and Four Provinces Promote the Ring Road 4 Project: Strategic Vision and Regional Development Dynamics

Ho Chi Minh City, along with Binh Duong, Dong Nai, Long An, and Ba Ria - Vung Tau provinces, is collaborating on the Ring Road 4 (Vành đai 4) project—one of the most significant transport infrastructure initiatives in southern Vietnam. This project aims to enhance regional connectivity and stimulate socio-economic development. Beyond addressing traffic congestion, it plays a crucial role in reshaping economic dynamics and urban spaces across the region.

Scale and Investment Plan

According to the master plan, Ring Road 4 will span a total length of 207 km, passing through five provinces and cities. The fully completed design envisions a roadway with 6 to 8 lanes and a maximum width of 74.5 meters. In the first phase, local governments have agreed to develop a roadbed width of 17 to 24 meters, ensuring four lanes for traffic circulation.

The total investment for the first phase is estimated at VND 122.774 trillion, with approximately 61% of the funding secured through public-private partnership (PPP) mechanisms, while the remainder comes from the national budget. The project is expected to be implemented between 2025 and 2030, requiring close coordination among local authorities and active engagement from private investors.

Strategic Impact on Regional Development

The Ring Road 4 project is set to improve traffic flow while acting as a catalyst for industrial expansion, logistics, and urbanization. It will connect major economic hubs, including the Cai Mep - Thi Vai Port in Ba Ria - Vung Tau, the Hiep Phuoc Port in Ho Chi Minh City, and the Long Thanh International Airport in Dong Nai. Additionally, key industrial zones stretching from Ben Luc - Long Hau in Long An to Bau Bang - Di An in Binh Duong will benefit from this infrastructure enhancement.

Once completed, the Ring Road 4 will significantly ease congestion on existing national highways and expressways, such as National Highway 1, the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, and the Ho Chi Minh City - Trung Luong Expressway. This will not only reduce logistics costs but also boost freight transport efficiency, further strengthening the region’s competitiveness.

Infrastructure and Urbanization Interactions

Beyond transportation, the Ring Road 4 serves as a key driver in shaping urban and industrial development spaces. Satellite cities along the corridor will gradually emerge, alleviating the pressure on Ho Chi Minh City while fostering modern living and working environments. This process will stimulate the development of public services such as schools, hospitals, commercial areas, and smart city ecosystems.

The project is viewed as part of a sustainable urban planning strategy, where public transport will play a central role. The connectivity provided by the Ring Road 4 is expected to facilitate the expansion of metro lines, bus rapid transit (BRT) systems, and eco-friendly transport options, aligning with the goal of reducing environmental impacts and optimizing regional traffic flow.

Economic Growth and Investment Potential

The Ring Road 4 is anticipated to attract significant investment in the southern region, particularly in manufacturing, logistics, and real estate sectors. With modern infrastructure in place, southern Vietnam's position in the global supply chain will be further enhanced, creating a favorable environment for business expansion and sustainable growth.

Experts predict that once operational, the road will generate hundreds of thousands of jobs, drive regional GDP growth, and mitigate migration pressure toward Ho Chi Minh City. At the same time, the project lays the groundwork for smart city development, integrating digital technologies into urban planning and traffic management.

Development Prospects and Future Directions

Simultaneously with Ring Road 4, the Ring Road 3 (Vành đai 3) project is also underway. Spanning 76 km, it is scheduled for completion by the end of 2025. The combined operation of these two ring roads will establish a comprehensive regional transport network, providing a strong impetus for the southern region’s economic growth over the next decade.
