Transport Ministry pushes ahead with completion of key expressway projects passing through Dong Nai

In order to promote the economic development of Dong Nai province, the Ministry of Transport is vigorously directing efforts to accelerate construction progress to soon complete and put into operation several important expressway projects, including: Bien Hoa - Vung Tau, Ben Luc - Long Thanh, and the Ring Road 3 of Ho Chi Minh City...

At the same time, the ministry is expediting investment preparation work, including: Ho Chi Minh City Ring Road 4, expansion of the Ho Chi Minh City - Long Thanh expressway, and progressing railway projects.

Voters in Bien Hoa City (Dong Nai province) have reflected the frequent occurrence of traffic accidents and congestion on National Highway 1 passing through Dong Nai province.

Therefore, voters in Bien Hoa City have suggested that the Ministry of Transport upgrade, improve, and add more main roads within the province, while also accelerating the construction progress of expressways to facilitate transportation for residents and promote the economic development of Dong Nai province.

In response to the voters' suggestions, the Ministry of Transport stated that according to the Road Network Plan for the period 2021 - 2030, with a vision to 2050, National Highway 1 from Huu Nghi Border Gate, Lang Son province to Nam Can district, Ca Mau province, with a length of 2,482 km, meets Grade III standards, with 4 lanes.

Among them, the section of National Highway 1 passing through Dong Nai province is approximately 114 km long, including the existing upgraded section with a length of 101.8 km, featuring 4 lanes, a road width of 20.5 meters, and a rigid median separating the two directions of traffic flow;  the bypass section of Bien Hoa City (Vo Nguyen Giap Road) is 12.2 km long and is currently operational with 6 lanes, with a 77-meter median strip.

"The section of National Highway 1 passing through Dong Nai province has been upgraded and expanded to meet the planned scale," stated the Ministry of Transport.

Regarding the progress of expressway construction, the Ministry of Transport stated that it is implementing the resolutions of the XIII National Party Congress, with the goal of "striving to construct approximately 5,000 km of expressways nationwide by 2030," as well as Resolution No. 24-NQ/TW of October 7, 2022, of the Party Central Committee on the development of the Southeast region, which identifies "priority investment in the development of economic and social infrastructure, especially transportation infrastructure."

As a result, recently, the National Assembly, the Government, and the Ministry of Transport have prioritized allocating resources to invest in some important and urgently needed projects, especially in Dong Nai province and the Southeast region.

The Ministry of Transport explicitly stated that it has completed putting into operation the section of the East-West North-South expressway from Phan Thiet to Dau Giay, totaling 100 km, since April 2023, contributing to reducing traffic volume, congestion, and traffic accidents on National Highway 1 passing through Dong Nai province.

Furthermore, the ministry is vigorously directing efforts to accelerate construction progress to soon complete and put into operation several important expressway projects, including: Bien Hoa - Vung Tau, Ben Luc - Long Thanh, and the Ring Road 3 of Ho Chi Minh City.

At the same time, it is constructing Long Thanh International Airport, expanding Tan Son Nhat International Airport; upgrading the Cai Mep - Thi Vai waterway route from buoy 0 and the container port area of Cai Mep.

Regarding the progress of expressway projects being implemented in Dong Nai province, the Bien Hoa - Vung Tau expressway project, which is over 34 km long, is currently delayed in land clearance and compensation payment due to difficulties in confirming land origins, leading to delays in land acquisition and compensation payments. The cost of compensation and land clearance has increased by over 2,000 billion VND compared to the approved feasibility study report.

At the same time, the progress of relocating technical infrastructure and resettling communities is slow, and the progress of the Dong Nai segment of this expressway is stagnating, while the progress in Ba Ria - Vung Tau province is proceeding rapidly, with completion expected to be three months ahead of schedule.

The Ben Luc - Long Thanh expressway construction project, after nearly 1 year of restart, is currently urgently resolving land clearance issues to meet the schedule. Units are striving to put a section of the route into operation before October 2024 and fully open the entire route in 2025.

For the Ring Road 3 project, the section passing through Dong Nai province, which is over 11 km long, started construction in June 2023 but is currently progressing slowly due to problems in delineation, compensation, and land origin confirmation for some land plots.

It is noteworthy that the Ministry of Transport is currently closely coordinating with the Dong Nai Provincial People's Committee, localities, and relevant agencies and units to accelerate investment preparation work, including: Ho Chi Minh City Ring Road 4, expanding Ho Chi Minh City - Long Thanh expressway; North-South high-speed railway and Dong Nai - Vung Tau, Thủ Thiêm - Long Thanh, Ho Chi Minh City - Can Tho railway connection projects...

After the above-mentioned key investment infrastructure projects are completed according to plan, the infrastructure of Dong Nai province and the Southeast region, as well as other localities, will be comprehensively invested.

As a result, bottlenecks will be removed, regional connectivity will be enhanced, and a complete infrastructure framework will be established to meet transportation needs and promote the socio-economic development of Dong Nai province and the Southeast region.
