This is the Van Phong Airport project.
Recently, the Ministry of Construction submitted to the Prime Minister a proposal for review and approval of the adjustment plan for the national airport system for the 2021–2030 period, with a vision to 2050.
This move aims to shape a synchronized, flexible aviation infrastructure network aligned with global aviation development trends.
Notably, the focus of this adjustment is to study the addition of two new airports—Mang Den and Van Phong—into the overall master plan. At the same time, Quang Tri Airport is proposed to be upgraded from 4C to 4E standards to meet long-term operational demand.
Among these, Van Phong Airport is proposed to be built in Van Thang Commune, Khanh Hoa Province (formerly part of Van Ninh District), about 65 km from the former Nha Trang City.
In particular, Van Phong Airport is planned on coastal water with an area of approximately 497.1 hectares. This represents a completely new aviation infrastructure model in Vietnam.
What is the scale of Van Phong Airport?

According to the proposed plan, Van Phong Airport will meet 4E standards, with an expected capacity of about 1.5 million passengers per year by 2030, increasing to 2.5 million passengers per year by 2050. The total investment is estimated at approximately VND 9,214 billion. Notably, once completed, this will be the first airport in Vietnam built entirely on water.
The objective of the Van Phong Airport project is to establish a key aviation gateway for the South Central and Central Highlands regions. In addition, the project will help promote socio-economic development, tourism, logistics, and international integration. Furthermore, it will serve as a strategic driving force for the development of the Van Phong Economic Zone and surrounding areas.
According to Khanh Hoa Province, the Van Phong Airport project is in line with the general construction planning of the Van Phong Economic Zone to 2040, with a vision to 2050, which was approved for adjustment by the Prime Minister (Decision No. 298/QĐ-TTg dated March 27, 2023).
At the same time, the project is consistent with the adjusted land-use planning to 2030 and the first-year land-use plan of Van Ninh District, approved by the Khanh Hoa Provincial People’s Committee in March 2024.
In fact, water-based airports already exist in several countries around the world, such as Kansai Airport, Chek Lap Kok Airport (Hong Kong, China, inaugurated in 1998), and Incheon International Airport (South Korea, inaugurated in 2001). Among them, Kansai Airport is the most notable, with an investment of about USD 20 billion, built on an artificial island in the sea in Japan.
