One of the main reasons for the delays in the project is related to compensation and land clearance issues. According to the information from District 8 People's Committee, while compensation work for the resettlement areas and mixed-use complex has been completed, with most of the land resolved, only about 22.5% of the park area has been cleared. This has significantly slowed down the project.
The primary cause of this delay is the disagreement among local residents regarding the compensation plan approved by District 8. Affected households believe that since the project is funded from outside the government budget, they do not agree with the compensation amount set by the authorities. They have also refused to cooperate in land measurement and verification of land origins, leading to a delay in the land clearance process.
Furthermore, despite the government and the compensation and resettlement committee organizing multiple meetings to communicate and encourage cooperation, they have not been able to effectively engage a sufficient number of residents. This has hindered the project's progress and worsened the conflict between residents and local authorities.
Another key factor contributing to the delays is the lack of cooperation from the project’s investor, Vạn Thái Company. Although Vạn Thái is the main investor of the project, its collaboration with local authorities in land compensation and clearance has not been efficient. Specifically, the issue of determining the financial obligations of the investor has not yet been resolved, causing delays in the administrative procedures involved in the project. Without completing the legal procedures and confirming the financial obligations, the issuance of land use certificates to the residents has been held up.
One of the complex legal issues related to the project is the issuance of land use rights certificates for residents in the resettlement areas. These procedures have not been completed due to unresolved financial obligations of Vạn Thái Company. The Ho Chi Minh City Department of Natural Resources and Environment has stated that although the relevant documents have been transferred to the competent authorities, progress in addressing these issues has been slow, causing frustration among residents.
In addition, the detailed planning of the project is still under review. The Ho Chi Minh City Department of Planning and Architecture is working with District 8 People's Committee and the investor to ensure that the compensation, clearance, and resettlement plans comply with legal procedures. This process aims to protect the interests of all stakeholders and create favorable conditions for the project's implementation.
While most of the construction in the resettlement area has been completed, with 4 out of 6 buildings already in use, there are still unresolved issues. One building is only in the rough construction phase and has not been approved, while another building has not started construction due to opposition from residents regarding a local road crossing through the construction site. Although Vạn Thái has built an alternative road, the opposition from residents has not been resolved, severely impacting construction progress in the area.
This has not only delayed the development of the resettlement area but also increased tensions between government authorities, the investor, and residents. Although District 8 People's Committee and the Ho Chi Minh City Department of Construction have made efforts to resolve these issues, a comprehensive solution has yet to be found.
In response to the issues mentioned above, District 8 People's Committee has committed to continue working closely with Vạn Thái Company and the relevant authorities to thoroughly review all legal documents related to the project and take necessary measures to address the obstacles. These measures will include accelerating the construction of the resettlement area, particularly resolving issues with Building C1, and addressing outstanding legal matters.
Additionally, District 8 will continue to cooperate with relevant departments to resolve issues that are beyond the district’s authority. Any proposals and reports will be submitted to the Ho Chi Minh City People's Committee for specific resolutions.
The Southern Cultural, Tourism, and Sports Park project is currently facing many challenges and obstacles, including issues in land clearance, lack of cooperation from the investor, and unresolved legal procedures. However, with the close collaboration between the relevant authorities, District 8 People's Committee, and Vạn Thái Company, it is hoped that these obstacles will soon be resolved, and the project's progress will accelerate. This will not only help address the current issues but also create a better living environment and infrastructure for residents in the southern part of Ho Chi Minh City.
